The Standing Committee on Public Safety and National Security met at 8:58 a.m. this day, in Room C-180, 1 Wellington Street, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Don Davies, Roger Gaudet, Mark Holland, Andrew Kania, Ben Lobb, Dave MacKenzie, Phil McColeman, Alexandra Mendes, Maria Mourani, Rick Norlock, Brent Rathgeber and Kevin Sorenson.

 

Acting Members present: Bruce Hyer for Don Davies and Louis Plamondon for Maria Mourani.

 

In attendance: House of Commons: Mike MacPherson, Legislative Clerk. Library of Parliament: Lyne Casavant, Analyst.

Pursuant to the Order of Reference of Monday, September 27, 2010, the Committee resumed consideration of Bill C-5, An Act to amend the International Transfer of Offenders Act.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

After debate, Clause 2 carried.

 

On Clause 3,

Don Davies moved, — That Bill C-5, in Clause 3, be amended by replacing line 20 on page 1 with the following:

“shall consider the following factors:”

 

Alexandra Mendes moved, — That the amendment be amended by replacing, in the French version, the word “tient” with the words “doit tenir”

 

After debate, the question was put on the subamendment of Alexandra Mendes and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The question was put on the amendment of Don Davies, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

By unanimous consent, Don Davies moved, — That the amendment be amended by replacing lines 1 and 2 on page 2 with the following: “(b) whether the offender’s return to Canada while they are serving their sentence, will endanger”

 

After debate, the question was put on the subamendment of Don Davies and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The question was put on the amendment of Mark Holland, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.
