The Standing Committee on Foreign Affairs and International Development met at 11:02 a.m. this day, in Room 269, West Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Johanne Deschamps, Francine Lalonde, James Lunney, Bernard Patry, Glen Douglas Pearson and Dave Van Kesteren.

 

Acting Members present: Peter Braid for Peter Goldring, Luc Malo for Francine Lalonde, Hon. John McKay for Hon. Bob Rae, LaVar Payne for Hon. Jim Abbott, John Rafferty for Paul Dewar and Andrew Saxton for Deepak Obhrai.

 

In attendance: House of Commons: Andrew Lauzon, Procedural Clerk. Library of Parliament: Allison Goody, Analyst.

 

Witnesses: Canadian Council of Chief Executives: David Stewart-Patterson, Executive Vice-President; John R. Dillon, Vice-President of Regulatory Affairs and General Counsel. Association for Mineral Exploration British Columbia: Laureen Whyte, Vice-President, Sustainability and Operations. As an individual: Gary Nash. Harvard Law School: Tyler Giannini, Lecturer on Law, International Human Rights Clinic; Sarah Knuckey, New York University Center for Human Rights and Global Justice; Chris Albin-Lackey, Senior Researcher, Human Rights Watch. As an individual: Penelope Simons, Associate Professor, Faculty of Law, Common Law Section, University of Ottawa.

 
Pursuant to the Order of Reference of Wednesday, March 3, 2010, the Committee resumed consideration of Bill C-300, An Act respecting Corporate Accountability for the Activities of Mining, Oil or Gas in Developing Countries.
 

David Stewart-Patterson, Laureen Whyte, Gary Nash, Tyler Giannini, Sarah Knuckey, Chris Albin-Lackey and Penelope Simons made statements and, with the other witness, answered questions.

 

At 12:57 p.m., the sitting was suspended.

 

At 12:59 p.m., the Committee proceeded to sit in camera.

 

It was agreed, — That the Committee meet on Tuesday, June 8, 2010, to hear additional witnesses on Bill C-300, An Act respecting Corporate Accountability for the Activities of Mining, Oil or Gas in Developing Countries.

 

At 1:07 p.m., the Committee adjourned to the call of the Chair.
