     Honourable members of the committee, I see a quorum.
    The Clerk of the Committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, entertain points of order, or participate in debate.
    We can now proceed to the election of the chair. Pursuant to Standing Order 106(2), the chair must be a member of the government party. I am ready to receive motions to that effect.
    Monsieur Laframboise.

    Monsieur Laframboise has moved that Mr. Merv Tweed be elected chair of the committee.
    Are there any further nominations?
    I guess I have to second that. I may as well.
     Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
    The Clerk: I declare the motion carried and Mr. Tweed duly elected chair of the committee.
    Before inviting Mr. Tweed to take the chair, we will proceed to the election of vice-chairs.
    I am now prepared to receive motions for first vice-chair. Pursuant to Standing Order 106(2), the first vice-chair must be a member of the official opposition.
    Mr. Watson.
    I'd like to nominate Mr. Volpe.
    Mr. Watson has nominated Mr. Volpe for first vice-chair of the committee.
    Are there any further nominations?
    Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
    An hon. member: Unanimously.
    The Clerk: I declare the motion carried and Mr. Volpe duly elected first vice-chair.
    Thank you, everyone.

    I am now ready to receive motions for the position of second vice-chair.

    Pursuant to Standing Order 106(2), the second vice-chair must be a member of an opposition party other than the official opposition.

    I nominate Mr. Laframboise for the position of second vice-chair.

    It is so moved by Mr. Volpe.

     Is it the pleasure of the committee to adopt the motion?

    I now invite Mr. Tweed to take the chair.
    As was noted in the agenda in regard to the election of a chair, because all committees get shut down when they're making changes, anything that was discussed at the subcommittee can't be acted upon until the committee is reinstituted. As the minutes will read that we have had the election, I suggest that on Wednesday the committee meet as a whole for the first hour to do the agenda planning, and then I know there are some notices of motion that would be dealt with on that same day.
    Mr. Volpe.
    That's sufficient.
    I was going to suggest that we deal with these two motions that I have before me—I don't know whether you have others—the very first thing as we meet on Wednesday.
    Therefore, with agreement, we'll meet as a committee of the whole, but it will be a planning committee for the first hour and then we'll go into the motions that are before us in the second hour.
     Mr. Kennedy.
    As a point of information, Mr. Chair, will that be an open meeting at the point where we are considering the motions?
    Yes.
