The Standing Committee on Government Operations and Estimates met at 11:11 a.m. this day, in Room 308, West Block, the Chair, Derek Lee, presiding.

 

Members of the Committee present: Rob Anders, Diane Bourgeois, Patrick Brown, Paul Calandra, Jacques Gourde, Martha Hall Findlay, Derek Lee, Pat Martin, Hon. Dan McTeague and Chris Warkentin.

 

Acting Members present: Judy Foote for Martha Hall Findlay, Serge Ménard for Jean-Yves Roy and Joy Smith for Rob Anders.

 

In attendance: Library of Parliament: Lydia Scratch, Analyst; Andrew Kitching, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

 

Appearing: Dave MacKenzie, Parliamentary Secretary to the Minister of Public Safety.

 

Witnesses: Royal Canadian Mounted Police: Shelley Rossignol, Senior Analyst, Pension Policy. Department of Justice: Marc S.P. Wyczynski, Counsel, Royal Canadian Mounted Police.

 

On motion of Martha Hall Findlay, it was agreed, — That the Committee proceed to the consideration of Committee business for five minutes.

 

Martha Hall Findlay moved, — That the Committee: (i) request that an appropriate official from Industry Canada appear before the Committee for the first thirty minutes of the meeting on Tuesday May 12, 2009 so as to provide the Committee with an update of the expenditure of stimulus funds by Industry Canada pursuant to Budget 2009 and Treasury Board Vote 35 of the Main Estimates for 2009-2010; and (ii) request that an appropriate official from Human Resources and Services Development Canada (HRSDC) appear before the Committee for the first thirty minutes of the meeting on Tuesday May 26, 2009 so as to provide the Committee with an update of the expenditure of stimulus funds by HRSDC pursuant to Budget 2009 and Treasury Board Vote 35 of the Main Estimates for 2009-2010.

Debate arose thereon.

 

The question was put on the motion and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

 
Pursuant to the Order of Reference of Friday, April 3, 2009, the Committee resumed consideration of Bill C-18, An Act to amend the Royal Canadian Mounted Police Superannuation Act, to validate certain calculations and to amend other Acts.
 

The witnesses answered questions.

 

The Committee resumed its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

Clause 1 carried on division.

 

Clause 2 carried on division.

 

Clause 3 carried on division.

 

Clause 4 carried on division.

 

Clause 5 carried on division.

 

Clause 6 carried on division.

On Clause 9,

Serge Ménard moved, — That Bill C-18, in Clause 9, be amended by replacing line 45 on page 5 with the following:

“20 of the Royal Canadian Mounted Police Act or as a cadet in the Cadet Training Program at the Royal Canadian Mounted Police Academy, “Depot” Division.”

Debate arose thereon.

 

By unanimous consent, the amendment was withdrawn.

 

Clause 9 carried on division.

 

Clause 10 carried on division.

 

By unanimous consent, Clauses 11 to 15 inclusive carried severally on division.

 

By unanimous consent, Clauses 16 to 17 inclusive carried severally on division.

 

The Title carried.

 

The Bill carried on division.

The Committee resumed to the consideration of matters related to Committee business.
 

It was agreed, — That the Clerk organize a meeting of the Subcommittee on Agenda and Procedure.

 

It was agreed, — That the Committee study the impact of Canada’s current and projected demographics on the changing Canadian work force, the effect on the Public Service, and the Canadian economy.

 

It was agreed, — That the Hon. John Baird, Minister of Transport, Infrastructure and Communities appear before the Committee on Thursday May 14, 2009, on the study of the stimulus package.

 

At 12:41 p.m., the Committee adjourned to the call of the Chair.
