The Standing Committee on Industry, Science and Technology met at 11:02 a.m. this day, in Room 213, Wellington Building, the Chair, James Rajotte, presiding.

 

Members of the Committee present: André Arthur, Hon. Scott Brison, Paule Brunelle, Colin Carrie, Hon. Dan McTeague, Peggy Nash, James Rajotte, Hon. Raymond Simard, Bruce Stanton, Dave Van Kesteren and Robert Vincent.

 

Acting Members present: Hon. Keith Martin for Hon. Mark Eyking.

 

In attendance: Library of Parliament: Lalita Acharya, Analyst; Eleanor Fast, Analyst; Dan Shaw, Analyst.

 

Witnesses: Networks of Centres of Excellence: Jean-Claude Gavrel, Associate Vice-President. Ottawa Centre for Research and Innovation: Jeffrey Dale, President and Chief Executive Officer; Michelle Scarborough, Vice-President, Investment and Commercialization. Precarn Incorporated: Paul Johnston, President and Chief Executive Officer. University of Waterloo: Tom Corr, Associate Vice-President, Commercialization.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 7, 2008, the Committee resumed its study of Canadian Science and Technology.
 

Jean-Claude Gavrel, Paul Johnston, Tom Corr, and Jeffry Dale made statements and, with Michelle Scarborough, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:17 p.m., the sitting was suspended.

At 12:19 p.m., the sitting resumed.

 

Peggy Nash moved, — That, the Standing Committee on Industry, Science and Technology urges the Industry Minister to not move forward with the implementation of the regulatory amendments to the Patented Medicines regulations of the Patent Act, published in Canada Gazette Part 1 on April 26, 2008. Furthermore the Committee requests an extended period of public consultation.

Debate arose thereon.

 

Dan McTeague moved, — That the motion be amended by adding after the word “2008” the following: “, and that the matter be referred to the Standing Joint Committee on Scrutiny of Regulations”.

The question was put on the amendment of Dan McTeague and it was negatived, by a show of hands: YEAS: 2; NAYS: 8.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 2; NAYS: 9.

 

Paule Brunelle moved, — That, pursuant to Standing Order 108(1), the Standing Committee on Industry, Science and Technology immediately adopt, without amendment, Bill C-454, an Act to amend the Competition Act and to make consequential amendments to other Acts, and that the adoption of the bill be reported to the House without delay.

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 2; NAYS: 8.
