The Standing Committee on National Defence met in a televised session at 8:04 a.m. this day, in Room 237-C, Centre Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Claude Bachand, Dawn Black, Steven Blaney, Robert Bouchard, John Cannis, Rick Casson, Hon. Denis Coderre, Cheryl Gallant, Russ Hiebert, Hon. Keith Martin and Hon. Joe McGuire.

 

Acting Members present: Hon. Scott Brison for John Cannis, Blaine Calkins for Laurie Hawn and Pauline Picard for Robert Bouchard.

 

Other Members present: Paul Crête.

 

In attendance: Library of Parliament: James Cox, Analyst; Wolf Koerner, Analyst.

 

Appearing: Hon. Maxime Bernier, Minister of Industry.

 

Witnesses: Department of Industry: Richard Dicerni, Deputy Minister; Tom Wright, Assistant Deputy Minister, Industry Sector.

 

Participants present: North Atlantic Treaty Organization: James Appathurai, Spokesman, NATO International Staff. United Nations: Christopher Alexander, Deputy Special Representative of the Secretary General for Afghanistan.

 
Pursuant to Standing Order 108(2) and the motion adopted Wednesday, December 13, 2006, the Committee resumed its study of the procurement process including the tendering process and the establishment of capability requirements.
 

The Minister made a statement and, with the witnesses, answered questions.

 

At 9:34 a.m., the sitting was suspended.

At 9:39 a.m., the sitting resumed.

 

The Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 10:02 a.m., the sitting was suspended.

At 10:16 a.m., the sitting resumed.

 

The Committee proceeded to sit in public.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the missions of the United Nations and the North Atlantic Treaty Organization in Afghanistan.
 

The participants made statements and answered questions.

 

At 11:39 a.m., the Committee adjourned to the call of the Chair.
