The Standing Committee on National Defence met at 3:32 p.m. this day, in Room 362, East Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Carolyn Bennett, Robert Bouchard, Blaine Calkins, John Cannis, Rick Casson, Hon. Ujjal Dosanjh, Cheryl Gallant, Laurie Hawn, Russ Hiebert and Hon. Joe McGuire.

 

Acting Members present: David Christopherson for Dawn Black.

 

In attendance: Library of Parliament: James Cox, Analyst; Wolf Koerner, Analyst.

 

Witnesses: Department of National Defence: MGen Daniel Benjamin, Commander, Canadian Operational Support Command; Col Jocelyn Cousineau, Operational Support J5.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 16, 2006, the Committee resumed its study of Canadian Forces in Afghanistan.
 

MGen Daniel Benjamin made a statement and, with Col Jocelyn Cousineau, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Claude Bachand moved, — That the Department of National Defence be requested to report weekly to the House of Commons Standing Commitee on National Defence on the status and progress of Canada's involvement in Afghanistan until further notice.

Debate arose thereon.

 

John Cannis moved, — That the motion be amended by replacing the word “weekly” with the word “bi-weekly”.

Debate arose thereon.

 

Russ Hiebert moved, — That the amendment be amended by replacing the word “bi-weekly” with the word “regularly”.

 

After debate, the question was put on the subamendment of Russ Hiebert and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.

 

After debate, the question was put on the amendment of John Cannis and it was agreed to.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

At 5:22pm, the Committee proceeded to sit in camera.

 

It was agreed, — That the second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

In accordance with its mandate pursuant to Order made May 9, 2006, your Subcommittee has considered the question of the future business of the Committee.

The Subcommittee recommends that, in the context of its study of the Canadian Forces in Afghanistan, the Committee:

Request from the Department of National Defence (DND) witnesses who can speak to issues of the morale and general condition of the troops, health services planning and provision, and of their impact;

Invite the minister responsible for CIDA to appear;

Invite the Minister of Foreign Affairs to appear to explain the government’s view of Pakistan vis-à-vis the mission;

Hear witnesses concerning any agreement allowing the transfer of prisoners taken in theatre from Canadian custody to any other; and

Invite representatives of the Senlis Council to appear during their visit to Ottawa in late October.

A copy of the relevant Minutes of Proceedings (Meeting No. 2) is tabled.

 

At 5:25 p.m., the Committee adjourned to the call of the Chair.
