The Standing Committee on Citizenship and Immigration met at 11:08 a.m. this day, in Room 308, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Barry Devolin, Norman Doyle, Meili Faille, Raymond Gravel, Nina Grewal, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

Acting Members present: Dave Batters for Rahim Jaffer.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst; Trupati Patel, Analyst.

 

Witnesses: Quebec Immigration Lawyers Association (AQAADI): Joseph Allen, Attorney and President. Canadian Council for Refugees: Janet Dench, Executive Director. Canadian Bar Association: Stephen W. Green, Secretary, National Citizenship and Immigration Law Section; Tamra Thomson, Director, Legislation and Law Reform.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of Refugee Issues - IRB Appointment Process.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Meili Faille moved, — That on Thursday, April 19, 2007, the Committee conduct clause by clause of Bill C-280.

 

Ed Komarnicki moved, — That the motion be amended by replacing the words “Thursday, April 19” with the words “Tuesday, April 24”, and by adding the words “and that Stephen Gallagher be invited to appear before the committee” at the end of the motion.

 

After debate, the question was put on the amendment of Ed Komarnicki and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 
Pursuant to the Order of Reference of Wednesday, March 21, 2007, the Committee commenced consideration of Bill C-280, An Act to Amend the Immigration and Refugee Protection Act (coming into force of sections 110, 111 and 171).
 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 1 carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jim Karygiannis moved, — That the Committee summon Mr. Jean-Guy Fleury, former Chair of the Immigration and Refugee Board (IRB), to testify on April 24, 2007 in regards to the Committee's study on the IRB appointment process.

 

Meili Faille moved, — That the motion be amended by replacing the word “summon” with the word “invite” and by adding the words “and that he be summoned should he refuse the invitation” at the end of the motion.

 

After debate, the question was put on the amendment and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the negative.

Accordingly, the amendment was negatived.

 

Bill Siksay moved, — That the motion be amended by replacing the word “summon” with the words “re-invite by direct invitation from the Chair”.

 

The question was put on the amendment of Bill Siksay and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

The adopted motion read as follows:

That the Committee re-invite by direct invitation from the Chair Mr. Jean-Guy Fleury, former Chair of the Immigration and Refugee Board (IRB), to testify on April 24, 2007 in regards to the Committee's study on the IRB appointment process.

 

At 1:30 p.m., the Committee adjourned to the call of the Chair.
