The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Bill Casey, Yvon Godin, Michel Guimond, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard, Hon. Karen Redman and Scott Reid.

 

In attendance: Library of Parliament: James Robertson, Principal; Megan Furi, Analyst. House of Commons: Wayne Cole, Legislative Clerk; Joann Garbig, Legislative Clerk.

 

Appearing: Hon. Tony Valeri, Leader of the Government in the House of Commons.

 

Witnesses: Privy Council Office: Wayne McCutcheon, Deputy Secretary to Cabinet, Senior Personnel and Special Projects Secretariat; Ginette Bougie, Director, Compensation Policy and Operations, Senior Personnel and Special Projects Secretariat. Treasury Board of Canada Secretariat: Aaron Allen, Manager, Other Statutory Plans, Pension and Benefits Sector.

 
Pursuant to the Order of Reference of Thursday, December 9, 2004, the Committee commenced consideration of Bill C-30, An Act to amend the Parliament of Canada Act and the Salaries Act and to make consequential amendments to other Acts.
 

The Chair called Clause 1.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 12:05 p.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed in camera.

 
Pursuant to the Order of Reference of Tuesday, November 23, 2004, the Committee resumed consideration of the question of privilege relating to the usurpation of the title of Member of Parliament by Serge Marcil.
 

The Committee commenced consideration of a draft report.

 

At 12:26 p.m., the Committee adjourned to the call of the Chair.
