MINUTES OF PROCEEDINGS

Meeting No. 3

Tuesday, November 26, 2002

The Standing Committee on Government Operations and Estimates met in camera at 11:11 a.m. this day, in Room 362, East Block, the Chair, Reg Alcock, presiding.

Members of the Committee present: Reg Alcock, Roy Cullen, Paul Forseth, Liza Frulla, Gilles-A. Perron, Gerry Ritz, The Hon. Andy Scott, Alex Shepherd, Paul Szabo and Tony Valeri.

In attendance: From the Library of Parliament: Jack Stilborn, Analyst. From the Committees Directorate: Lisa Chartier-Derouin, Co-clerk.

Pursuant to Standing Order 108(2), the Committee proceeded to consider its future business.

It was agreed, - That pursuant to Standing Order 108(1)(a), a subcommittee on the Estimates Process co-chaired by Tony Valeri and Gerry Ritz be established to inquire into all matters relating to the review of the process for considering the estimates and supply, including the timing, format and content of all reports, and related legislation, and

- That the Subcommittee be composed of 5 members or associate members of the Committee:  3 government members and 2 members representing the opposition parties to be named after the usual consultations with the Whips and filed with the Clerk and that the Subcommittee be empowered to send for persons, papers and records, to receive evidence, to sit during a time when the Standing Committee is not sitting, unless otherwise authorized by the Committee, to sit when the Committee is sitting outside Parliamentary Precinct and to sit during periods when the House stands adjourned, to print from time to time such papers as may be ordered by it and to authorize the Chair to hold meetings to receive evidence when a quorum is not present provided that at least 2 members are present including the opposition; that the Subcommittee be empowered to retain the services of research officers from the Library of Parliament and; that the Subcommittee be empowered to retain professional services as may be required.

It was agreed that the supplementary estimates deemed referred to the main Committee pursuant to Standing Order 81(5) on October 31, 2002, be referred to Sub-Committee on Estimates Process for review.

It was agreed, - That pursuant to Standing Order 108(1)(a), a subcommittee on Public Service Renewal co-chaired by Roy Cullen and Paul Forseth be established to inquire into all matters relating to the renewal of the Public Service, including recent and current initiatives, the role and effectiveness of departments and agencies with responsibilities relating to the public service, and related legislation; and

- That the Subcommittee be composed of 5 members or associate members of the Committee:  3 government members and 2 members representing the opposition parties to be named after the usual consultations with the Whips and filed with the Clerk and that the Subcommittee be empowered to send for persons, papers and records, to receive evidence, to sit during a time when the Standing Committee is not sitting, unless otherwise authorized by the Committee, to sit when the Committee is sitting outside Parliamentary Precinct and to sit during periods when the House stands adjourned, to print from time to time such papers as may be ordered by it and to authorize the Chair to hold meetings to receive evidence when a quorum is not present provided that at least 2 members are present including the opposition; that the Subcommittee be empowered to retain the services of research officers from the Library of Parliament and; that the Subcommittee be empowered to retain professional services as may be required.

It was agreed, - That pursuant to Standing Order 108(3)(f) the main committee undertake a study on horizontal issues that cross departmental boundaries and management and results reporting and that the Committee invite two panels of experts to appear, one on December 3and one on December 5, 2002.

It was agreed, - That the decision taken by the Committee on November 19, 2002, to invite the President of the Treasury Board Secretariat and the President of the Privy Council and Minister of Intergovernmental Affairs, to appear to discuss departmental estimates be revoked.

It was agreed, - That the Committee invite the President of the Treasury Board to appear on Thursday, December 5, 2002, to discuss horizontal issues and reporting results to Parliament.

At 11:43 a.m., the Committee adjourned to the call of the Chair.
