Meeting No. 11

Tuesday, December 3, 2002

The Standing Committee on Procedure and House Affairs met at 11:08 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present:  Peter Adams, Rick Borotsik, Pierre Brien, Marlene Catterall, Yvon Godin, Michel Guimond, Joe Jordan, Carolyn Parrish, Geoff Regan, Jacques Saada, Guy St‑Julien and Tony Tirabassi.

Acting Member present:  Ken Epp for Dale Johnston.

In attendance:  From the Library of Parliament:  James Robertson, Principal; Margaret Young, Research Officer.

Witnesses:  From the University of Guelph:  Maureen Mancuso, professor of political science.  From the University of Saskatchewan:  Michael Atkinson, Vice-President (Academic).  From York University:  Ian Greene, professor of political science.  From the University of Montreal:  Daniel Weinstock, professor of philosophy.  As Individual:  C.E.S. Franks, former professor of political science, Queen's University.

Pursuant to its mandate under Standing Order 108(3)(a)(iii), the Committee resumed its consideration of matters related to the inclusion of a code of conduct in the Standing Orders of the House.

Maureen Mancuso, Michael Atkinson, Daniel Weinstock, Ian Greene and C.E.S. Franks each made a statement and answered questions.

At 1:06 p.m., the Committee adjourned to the call of the Chair.
