Meeting No. 43

Tuesday, December 4, 2001

The Standing Committee on Transport and Government Operations met at 7:03 p.m. this day, in Room 253-D, Centre Block, the Chair, Ovid Jackson presiding.

Members of the Committee present: Reg Alcock, Joe Comuzzi, Bev Desjarlais, André Harvey, Ovid Jackson, Ghislain Lebel, Marcel Proulx, Alex Shepherd.

Acting Members Present: Robert Bertrand for John Cannis, Geoff Regan for Paul Szabo.

In attendance: From the Library of Parliament: John Christopher, Grant Purves and Mollie Dunsmuir, Researchers. From the Legislative Branch of the Committees Directorate: Jean-Michel Roy, Legislative Clerk.

Appearing: The Honourable Don Boudria, Minister of State and Leader of the Government in the House of Commons.

The Order of Reference dated Tuesday, November 30, 2001, was read as follows:

ORDERED: - That Bill C-43, An Act to amend certain Acts and instruments and to repeal the Fisheries Prices Support Act be now read a second time and referred to the Standing Committee on Transport and Government Operations.

 

Minister Boudria made an opening statement and, with the other witnesses, answered questions.

 

At 7:50 p.m. Marcel Proulx took the Chair.

 

At 7:55 p.m. Ovid Jackson took the Chair.

 

Clauses 1 to 18 carried.

 

On Clause 19,

 

Marcel Proulx moved: - That Bill C-43, in clause 19, be amended by replacing line 14 on page 6 with the following:

 

(a) three, ordinarily resident in the National Capital Region from local municipalities in Ontar-

 

And debate arose thereon, the question being put it was agreed to.

 

Marcel Proulx moved: - That Bill C-43, in clause 19, be amended by replacing lines 17 to 19 on page 6 with the following:

 

(b) two, ordinarily resident in the National Capital Region, from local municipalities in Quebec, at least one of whom shall be from the section of the City of Gatineau which is west of the Gatineau River; and 

 

And debate arose thereon, the question being put it was agreed to by the following recorded division:
