MINUTES OF PROCEEDINGS

Meeting No. 8

Thursday, December 2, 1999

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met in a televised session at 11:11 a.m. this day, in Room 269, West Block, the Chair, Peter Adams, presiding.

Members of the Committee present: Peter Adams, Paul Crête, Jean Dubé, Larry McCormick, Rey Pagtakhan, Karen Redman, Maurice Vellacott and Bryon Wilfert.

Acting Members present: Carolyn Bennett for Bonnie Brown, Judy Sgro for Raymonde Folco, Madeleine Dalphond-Guiral for Christiane Gagnon.

Other Members present: Wendy Lill, Nancy Karetak-Lindell.

In attendance: From the Library of Parliament: Sandra Harder, Researcher; Bill Young, Researcher.

Witnesses: From the Department of Human Resources Development Canada: Susan Scotti, Associate Assistant Deputy Minister, Human Resources Investment Branch; Victor Rabinovitch, Assistant Deputy Minister, Income Security Programs; Phil Jensen, Director General, Social Policy; Mary Glen, Director General, Social Development Directorate.

Pursuant to Standing Order 108(2), a status report on the report "Reflecting Interdependence: Disability, Parliament, Government and the Community"

It was agreed, -- That the Committee authorize the Chair of the Sub-Committee on Children & Youth at Risk to take the appropriate measures to provide a lunch for working purposes for its round table scheduled December 7th 1999 and that the cost of this lunch be charged to the budget of the Committee.

On motion of Larry McCormick, it was agreed that the Clerk of the Committee be authorize to purchase a commemorative wreath for Mr. Ronald Coupland, spouse of Bonnie Brown, member of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities.

At 11:16 a.m. the Committee proceeded to consider the status of the report "Reflecting Interdependence: Disability, Parliament, Government and the Community.

Susan Scotti and Victor Rabinovitch made a statement and with the other witnesses answered questions.

At 1:14 p.m., the Committee adjourned to the call of the Chair.
