MINUTES OF PROCEEDING
(Meeting No. 50)

THURSDAY, APRIL 23, 1998

The Standing Committee on National Defence and Veterans Affairs met at 9:07 o’clock a.m., this day, in Room701, La Promenade Building, the Chair, Robert Bertrand, presiding.

Members of the Committee present: Robert Bertrand, Hec Clouthier, Art Hanger, Judi Longfield, Pat O’Brien, John O’Reilly, David Price, George Proud, John Richardson and Bob Wood.

Acting Members present: Ghislain Lebel for Pierrette Venne.

In attendance: From the Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.

Witnesses: From National Defence: Jim Jamieson, Director, Military Family Support, Canadian Forces Personnel Support Agency.

Pursuant to Standing Order 108(2), the Committee resumed consideration of a Review of the Social and Economic Challenges Facing Members of the Canadian Forces – Personnel Support Program.

The Committee proceeded to the consideration of potential witnesses in relation to C-25 an Act to amend the National Defence Act and to make consequential amendments to other Acts.

Art Hanger moved, - That Bob Fowler be invited as a witness on Bill C-25.

After debate, the question being put on the motion, it was negatived on the following recorded vote:

YEAS: Art Hanger, David Price – (2).

NAYS: Hec Clouthier, Judi Longfield, Pat O’Brien, John O’Reilly, George Proud, John Richardson, Bob Wood – (7).

David Price moved, - That Kim Campbell be invited as a witness on Bill C-25.

After debate, the question being put on the motion, it was negatived on the following recorded vote:

YEAS: Art Hanger, David Price – (2).

NAYS: Hec Clouthier, Judi Longfield, Pat O’Brien, John O’Reilly, George Proud, John Richardson, Bob Wood – (7).

Ghislain Lebel moved, - That Marcel Masse be invited as a witness on Bill C-25.

After debate, the question being put on the motion, it was negatived on the following recorded vote:

YEAS: Art Hanger, Ghislain Lebel, David Price – (3).

NAYS: Hec Clouthier, Judi Longfield, Pat O’Brien, John O’Reilly, George Proud, John Richardson, Bob Wood – (7).

 

On motion of Art Hanger, it was agreed, - That Colonel Greg Mitchell be invited to appear before the Committee on Bill C-25.

David Price moved, - That Colonel Michel Drapeau be invited as a witness on Bill C-25.

After debate, the question being put on the motion, it was negatived on the following recorded vote:

YEAS: Art Hanger, Ghislain Lebel, David Price – (3).

NAYS: Hec Clouthier, Judi Longfield, Pat O’Brien, John O’Reilly, George Proud, John Richardson, Bob Wood – (7).

The witness made an opening statement and answered questions.

At 10:45 o’clock a.m., the Committee adjourned to the call of the Chair.
