Meeting No. 96

Tuesday, March 9, 1999

The Standing Committee on Foreign Affairs and International Trade met at 9:05 a.m. this day, in Room 209, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Colleen Beaumier, Maud Debien, The Honourable Sheila Finestone, Bill Graham, Bernard Patry, Charlie Penson, Jerry Pickard, Julian Reed, Benoît Sauvageau, Bob Speller.

Acting Members present: Suzanne Tremblay for Daniel Turp; Deepak Obhrai for Bob Mills.

Associate Members present: Sarmite Bulte, Raymonde Folco.

In attendance: From the Research Branch of the Library of Parliament: Daniel Dupras; James Lee; Gerald Schmitz, Research Officers; Chris Maule and Roy Hines, Consultants.

Roundtable participants: From the C.D. Howe Institute: Daniel Schwanen, Senior Policy Analyst. From the Canadian Conference of the Arts: Megan Williams, National Director; Alexander Crawley, Member of the Board of Governors. From the Centre for Trade Policy and Law: Dennis Browne, Director. From the Shaw Communications Inc.: Ken Stein. As Individuals: Ivan Bernier, Professor, Law Faculty; Keith Acheson, Professor, Carleton University; Ann McCaskill, McCaskill Consulting Inc.

Pursuant to Standing Order 108(2), the Committee continued its examination of Canada's trade objectives and the forthcoming agenda of the World Trade Organization (WTO). (See the Minutes of Proceedings of October 22, 1998, Meeting no. 73.)

Daniel Schwanen, Megan Williams, Dennis Browne, Ken Stein, Ivan Bernier, Keith Acheson and Ann McCaskill each made an opening statement and, with Keith Kelly, answered questions.

It was agreed, --That the Committee and the Sub-Committee on International Trade, Trade Disputes and Investment travel during the week of April 25, 1999 instead of during the week of April 19, 1999.

At 12:05 p.m., the Committee adjourned to the call of the Chair.
