MINUTES OF PROCEEDINGS
Meeting No. 6

TUESDAY, OCTOBER 28, 1997

The Standing Committee on Foreign Affairs and International Trade met at 9:10 o’clock a.m., this day, in room 209, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Réginald Bélair, Scott Brison, John Cannis, Maud Debien, Bill Graham, Gurmant Grewal, Julian Reed, Svend Robinson, Bob Speller, Daniel Turp.

Acting Members present: Monique Guay for Benoît Sauvageau.

Associate Member present: Raymonde Folco

In attendance: From the Research Branch of the Library of Parliament
: James Lee and Gerald Schmitz, Research Officers.

Witnesses: From the Canadian Council for International Co-operation: Betty Plewes, President and Chief Executive Officer; Brian Tomlinson, Senior Policy Analyst.

In accordance with Standing Order 108(2), The Committee proceeded to examine the issue of international development and the report The Reality of Aid, An Independent Review of Development Cooperation, 1997-1998.

Betty Plewes made opening statements and, with Brian Tomlinson, answered questions.

At 10:14 o’clock a.m., the Vice-Chair, Colleen Beaumier, took the Chair.

At 10:17 o’clock a.m., The Chair, Bill Graham, resumed the Chair.

The witnesses continued to answer questions.

At 11:06 o’clock a.m., the Committee adjourned to the call of the Chair.
