MINUTES OF PROCEEDINGS

Meeting No. 18

TUESDAY, DECEMBER 2, 1997

The Standing Committee on Foreign Affairs and International Trade met at 9:10 o’clock a.m., this day, in room 371 of the West Block, the Vice-Chair, Bob Mills, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Réginald Bélair, Scott Brison, Maud Debien, Ted McWhinney, Bob Mills, Denis Paradis, Julian Reed, Svend Robinson, Benoît Sauvageau, Bob Speller, Daniel Turp.

Associate Member present: Monique Guay.

In attendance: From the Research Branch of the Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

Witnesses: From «Amnistie internationale»: Michel Frenette, Director. From «La ligue des droits et libertés»: André Paradis, Project co-ordinator, Algeria. From the Department of Foreign Affairs and International Trade: Paul Dingledine, Director General, Middle East and North Africa Bureau; Mark Bailey, Mahgreb & Arabian Peninsula Division. From the Canadian International Development Agency (CIDA): Michel Archambault, Director General, North Africa and the Middle East.

In accordance with its mandate under Standing Order 108(2), the Committee proceeded to examine the situation in Algeria.

Michel Frenette, André Paradis, Paul Dingledine and Michel Archambault each made an opening statement and, with Mark Bailey, answered questions.

At 11:00 o’clock a.m., the Committee adjourned to the call of the Chair.
