Thursday, May 6, 1999

The Standing Committee on Foreign Affairs and International Trade met jointly with the Standing Committee on National Defence and Veterans Affairs at 3:15 p.m. this day, in Room 536, Wellington Building, the Chairs, Bill Graham and David Pratt, presiding.

Members of the Committee present: Hon. Sheila Finestone, Bill Graham, Daniel Turp.

Acting Member present: Paul Crête for Maud Debien.

Associate Members present: René Laurin, Paul Mercier.

Members of the Standing Committee of National Defence and Veterans Affairs present: Hec Clouthier, Gordon Earle, René Laurin, David Pratt, David Price, John Richardson.

Senators present: Hon. Douglas Roche.

Other Member present: John McKay.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Guy Archambault, Deputy Director (Balkans), Southern Europe Division. From the Department of National Defence: Lt-Gen Raymond R. Henault, Deputy Chief of the Defence Staff, OP ABACUS. From the Canadian International Development Agency: Hélène Corneau, Program Manager, Central and Eastern Europe Programme. From the Citizenship and Immigration Canada: Jeff LeBane, Director General, International Relations.

Pursuant to Standing Order 108(2), the Committee resumed its examination of the situation in Kosovo. (See the Minutes of Proceedings of March 31, 1999, Meeting No. 111.)

Guy Archambault, Lt. General Raymond Henault and Jeff LeBane each made an opening statement and answered questions.

At 4:22 p.m., the Committee adjourned to the call of the Chair.
