Meeting No. 118

Thursday, April 22, 1999

The Standing Committee on Foreign Affairs and International Trade met at 3:20 p.m. this day, in Room 209, West Block, the Chair, Bill Graham and Pat O'Brien, presiding.

Members of the Committee present: The Hon. Sheila Finestone, Bill Graham, Julian Reed, Bob Speller, Daniel Turp.

Acting Members present: Keith Martin for Charlie Penson; Monique Guay for Maud Debien; Ted White for Darrel Stinson; René Laurin for Benoît Sauvageau; David Price for André Bachand.

Associate Member present: Pat Martin.

Other Members present: Pat O'Brien, Ian Murray, John McKay.

Senator present: Hon. Mike Forrestall.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Corinne McDonald and Gerald Schmitz, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Daniel Dhavernas, Director, Southern Europe Division; Paul Meyer, Director General, International Security Bureau; Raphael Girard, Ambassador of Canada to Yugoslavia. From the Canadian International Development Agency: Hélène Corneau, Program Manager, Central and Eastern Europe Programme. From the Department of National Defence: Lt-Gen Raymond R. Henault, Deputy Chief of the Defence Staff (DCDS).

Pursuant to Standing Order 108(2), the Committee resumed its examination of the situation in Kosovo. (See the Minutes of Proceedings of March 31, 1999, Meeting No. 111.)

Paul Meyer, Lt. General Raymond Henault and Hélène Corneau each made an opening statement and, with Raphael Girard and Daniel Dhavernas, answered questions.

At 4:17 p.m., the Committee adjourned to the call of the Chair.
