MINUTES OF PROCEEDINGS

Meeting No. 115

Tuesday, April 20, 1999

The Standing Committee on Foreign Affairs and International Trade met at 9:00 a.m. this day, in Room 209, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Colleen Beaumier, Maud Debien, The Hon. Sheila Finestone, Bill Graham, Bob Mills, Bernard Patry, Charlie Penson, Jerry Pickard, Julian Reed, Svend Robinson, Bob Speller, Daniel Turp.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Daniel Dupras, James Lee, Gerald Schmitz, Research Officers.

The Committee proceeded to examine its future business.

The Chair presented the Ninth Report of the Sub-Committee on Agenda and Procedure which is as follows:

Your Sub-Committee met on Thursday, April 15, 1999 to consider the future business of the Committee and agreed to make the following recommendations:

 It was agreed, --That the Committee request a briefing from the Department of National Defence at the Department on the situation in Kosovo on April 20, 1999 and a briefing on the same issue with the Minister of Foreign Affairs during the first week of May.

It was agreed, --That following the receipt of the government response to the Seventh Report of the Committee, the Chair write to the Chair of the Standing Committee on Natural Resources and Government Operations respecting the possibility of that Committee examining the issue of testing MOX fuel for use in CANDU reactors at Chalk River.

It was agreed, --That the Committee convene a hearing on the situation in Northern Ireland and that General deChastelain be invited to appear before the Committee in that regard.

It was agreed, --That the Committee invite the Minister of Foreign Affairs before the Committee on Canada-Cuba relations, subject to his availability, before the summer recess.

It was agreed, --That the Committee meet with the Former President of Lebanon, Bashir Gemayel.

It was agreed, --That the Committee convene a breakfast meeting with Peter Hansen, Commissioner General UNRWA for Palestinian Refugees in the Near East on Wednesday, April 21, from 8:00 a.m. to 9:00 a.m.

It was agreed, --That the Committee print as an appendix to its report on Canada's trade objectives and the forthcoming agenda of the World Trade Organization (WTO), a citizen's guide on the WTO.

After debate, it was agreed, that the Ninth Report of the Sub-committee on agenda and procedure be concurred in.

It was agreed, --That the Committee invite the Minister of Foreign Affairs to appear before it to discuss the Government's response to the recommendation of the Committee, contained in its Seventh Report, regarding the testing of MOX fuel for use in CANDU reactors.

Ordered, --That in preparation for a meeting with Bashir Gemayel, the research staff of the Committee prepare a briefing note.

It was agreed, --That the Committee invite the Minister of International Trade to appear before it to discuss the participation of China in the WTO, and that the Parliamentary Secretary approach the Minister in that regard.

At 10:10 a.m., the Committee adjourned to the call of the Chair.
