Thursday, April 15, 1999

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:25 p.m. this day, in Room 253-D, Centre Block, the Chair, Bill Graham, presiding.

Member of the Committee present: Sarkis Assadourian, Jean Augustine, André Bachand, John Cannis, Bill Graham, Bob Mills, Bob Speller, Darrel Stinson, Daniel Turp.

Acting Members present: Robert Bertrand for Julian Reed; René Laurin for Benoît Sauvageau; Gordon Earle for Svend Robinson; Art Hanger for Darrel Stinson.

Senator present: Hon. Doug Roche.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee; Gerald Schmitz, Research Officers.

Appearing: The Hon. Lloyd Axworthy, Minister of Foreign Affairs.

Witnesses: From the Department of Foreign Affairs and International Trade: Lucie Edwards, Assistant Deputy Minister, Corporate Services; Don Campbell, Deputy Minister for Foreign Affairs; Jim Wright, Director General for Central, East and South Europe.

Pursuant to Standing Order 81(4), and the Orders of the House of February 26, 1999 and March 25, 1999, the Committee proceeded to examine the Main Estimates 1999-2000: Votes 1, 5, 10, 15, 20, 25, L30, L35, 40, 45, 50, 55 and 60 under Foreign Affairs, and Report on Plans and Priorities for the Department of Foreign Affairs and International Trade (Sessional Paper no. 8520-361-196) and, pursuant to Standing Order 108(2), the Committee convened a briefing session on the situation in Kosovo.

By unanimous consent, the Chair called Vote 1.

The Honourable Lloyd Axworthy made an opening statement and, with Lucie Edwards and Don Campbell, answered questions.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
