THURSDAY, MARCH 28, 1996
(Meeting No. 1)

The Sub-Committee on Bill C-222 of the Standing Committee on Health met at 9:40 o'clock a.m. this day, in Room 269, West Block, the Chairman, Beryl Gaffney, presiding.

Members of the Sub-Committee present: Beryl Gaffney, Grant Hill, John Murphy and Paul Szabo.

In attendance: From the Research Branch of the Library of Parliament: Nancy Miller Chenier, Research Officer.

The Order of Reference dated Tuesday, March 19, 1996 being read as follows:

ORDERED,--That, pursuant to Standing Order 108(1), a Sub-Committee of the Standing Committee on Health be established, to be composed of six members, to study Bill C-222 (formely C-337), An Act to amend the Food and Drugs Act (warning on alcoholic beverage containers) and to report thereon to the Committee; that on presentation of the said report it be deemed adopted; and that the Chairman of the Committee present it to the House on behalf of the Committee.

The Order of Reference dated Tuesday, March 26, 1996 being read as follows:

ORDERED,--That the Sub-Committee on Bill C-222 (warning on alcoholic beverage containers) be composed as follows: Beryl Gaffney as Chair, Grant Hill, Andy Scott, John Murphy, Pauline Picard, Paul Szabo as members;

-- That the Sub-Committee be empowered, except when the House otherwise orders, to send for persons, papers and records, to sit while the House is sitting, during periods when the House stands adjourned, to publish from day to day such papers and minutes, to receive evidence when a quorum is not present and to authorize the publication thereof.

-- That a Research Officer be provided to the Sub-Committee by the Library of Parliament.

-- That the Standing Committee on Health authorize the allocation of sufficient funds from its budget to the Sub-Committee on Bill C-222 for the payment of reasonable travel and living expenses to witnesses appearing before the Sub-Committee, in accordance with the guidelines adopted by the Main Committee.

On motion of John Murphy, it was agreed,--That the following routine motions be adopted summarily:

That each Sub-Committee member be allowed to have one staff person present at in camera meetings, unless there is a decision for a particular meeting to exclude all staff.

That the Sub-Committee publish its Minutes of Proceedings as established by the Board of Internal Economy.

That the Chair be authorized to hold meetings in order to receive and publish evidence when a quorum is not present, provided that three (3) members of the Sub-Committee be present and provided that one member of the opposition be present.

That, as established by the Board of Internal Economy and at the discretion of the Chair, reasonable travelling and living expenses be reimbursed to witnesses invited to appear before the Sub-Committee, up to a maximum of two (2) representatives for any one organization.

That one transcript of all Sub-Committee meetings held in camera be produced to be kept in the Committee Clerks office for consultation, and that all those transcripts be destroyed at the end of the session.

That, during questioning of witnesses, at any meeting of this Sub-committee, there be allocated one five-minute period per party for the first round of questions and five minutes per member for the subsequent rounds; and that time permitting, every member, or substitute member, be offered the opportunity to question the witness.

It was agreed,--That Pauline Picard take the Chair for the meeting scheduled for Thursday, April 18, 1996.

It was agreed,--That the proposed schedule of hearings be adopted.

It was agreed,--That the Chair be authorized to invite witness groups to appear before the Sub-Committee, at her discretion.

It was agreed,--That the Clerk prepare a draft budget for review by the Sub-Committee at its next meeting, and for subsequent presentation to the Main Committee and the Budget Sub-Committee of the Liaison Committee.

At 9:55 o'clock a.m., the Committee adjourned to the call of the Chair.


THURSDAY, APRIL 18, 1996

The Sub-Committee on Bill C-222 of the Standing Committee on Health met at 9:10 o'clock a.m. this day, in Room 112-N, Centre Block, the Acting Chair, Pauline Picard, presiding.

Members of the Sub-Committee present: Grant Hill, John Murphy, Pauline Picard, Andy Scott and Paul Szabo.

Acting Member present: Joseph Volpe for Beryl Gaffney.

Pursuant to Standing Order 108(1), the Sub-Committee proceeded to consideration of Bill C-222 (warning on alcoholic beverage containers) (See Minutes of Proceedings dated Thursday, March 28, 1996, Issue No. 1).

It was agreed,--That the proposed budget be adopted and presented to the Standing Committee for its approval and subsequent submission to the Budget Sub-Committee of the Liaison Committee.

Paul Szabo, M.P., made an opening statement and answered questions.

At 9:30 o'clock a.m., the Acting Chair left the Chair and Joseph Volpe, M.P., took the Chair.

At 9:40 o'clock a.m., the Acting Chair returned to the Chair.

Dr. Vince Tookenay, Dr. Barry Adams and Dr. David Walters each made an opening statements and answered questions.

Pursuant to Standing Order 108(1), the Committee resumed consideration of Bill C-222 (warning on alcoholic beverage containers) (See Minutes of Proceedings dated March 28, 1996, Issue No. 1).

Andy Scott moved,--That the Chair present a report to the Standing Committee requesting that Bill C-222 be withdrawn from consideration by the Sub-Committee and recommending that the Committee consider the Bill in the context of its study of Canada's Drug Policies with particular attention to effective means of increasing awareness of FAS.

After debate, the question being put on the amendment, it was, by a show of hands, agreed to:
