Q-482 — February 3, 2009 — Mr. Julian (Burnaby—New Westminster) — With regards to spending and allocation by all government departments and agencies for the 2010 Vancouver Olympic Games an all activities relating to it: (a) what is the exact amount of money that has and will be spent or allocated for the purposes of security for the 2010 Vancouver Olympic Games, including specifically, but not limited to, money allocated for the RCMP, local police forces, the Vancouver 2010 Integrated Security Unit, private security firms and block transfers to the Province of British Columbia for similar purposes; (b) what was the exact amount of money spent by the RCMP on its contract with Cruise Connections Charter Management of North Carolina, dated June 20, 2008; (c) what is the full and exact amount of travel expenses claimed, including specifically, but not limited to, airfare and accommodation, broken down by individual and each specific claim, of the Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games, to date; (d) how many total RCMP and private security personnel will be detached to provide security services for the Games; (e) how many total Canadian Forces (CF) personnel will be employed to provide security services for the Games; (f) how many of these CF personnel are reservists; (g) how many of these CF personnel are regular forces personnel; and (h) what are the total anticipated salary costs of all CF personnel who are currently or will be tasked with providing security or logistical services for the 2010 Games? February 3, 2009 — Mr. Brison (Kings—Hants) — That in view of the growing protectionism in the United States, which is reminiscent of the counterproductive behaviour that led to the great depression of the 1930s, this House calls upon the Government to intervene forthwith and persistently, with the United States Administration, and the Congress, in order to protect Canadian jobs, and urge the United States to respect its international agreements including the Canada-United States Trade Agreement (CUSTA), the North American Free Trade Agreement (NAFTA), and the World Trade Organisation (WTO). 3 février 2009 — M. Brison (Kings—Hants) — Que, à la lumière du protectionnisme grandissant des États-Unis, qui rappelle le comportement contre-productif qui a conduit à la Grande Crise des années 1930, la Chambre demande au gouvernement d’intervenir immédiatement et avec persistance auprès du gouvernement et du Congrès des États-Unis, afin de protéger les emplois canadiens, et d’exhorter le gouvernement américain à respecter ses engagements internationaux, y compris l’Accord commercial Canada-États-Unis (ACCEU), l’Accord de libre-échange nord-américain (ALENA) et l’Organisation mondiale du commerce (OMC).
February 3, 2009 — Mr. Rae (Toronto Centre) — That, in the opinion of this House, the Government should take all necessary steps to repatriate forthwith to Canada, Mr. Omar Khadr, a Canadian who was originally a child soldier, and is presently incarcerated at the United States military base at Guantanamo Bay in Cuba to be dealt with in Canada under Canadian law. 3 février 2009 — M. February 3, 2009 — Mr. McGuinty (Ottawa South) — That in the matter of the December 2008 radioactive emission leak and the subsequent alleged contamination of the Ottawa River from the Atomic Energy Canada Ltd. (AECL) site at Chalk River Ontario, the Minister of Natural Resources and the Prime Minister table before the House, any and all correspondence, including electronic messages, or otherwise, detailing when the government was first informed of the incident, when the public was informed, and when Parliament was notified, as well as tabling a detailed list of all remedial and mitigation measures undertaken by the government and/or by AECL concerning the incident. 3 février 2009 — M. McGuinty (Ottawa-Sud) — Que, relativement à la fuite d’émissions radioactives de décembre 2008 et à la contamination subséquente présumée de la rivière des Outaouais causée par la centrale d’Énergie atomique du Canada limitée (EACL) située à Chalk River, en Ontario, la ministre des Ressources naturelles et le Premier ministre déposent à la Chambre toute correspondance, y compris tout message électronique, indiquant quand le gouvernement a été mis au courant de l’incident, quand le public en a été informé et quand le Parlement en a été avisé, de même qu’une liste précise de toutes les mesures de correction et d’atténuation prises par le gouvernement et/ou EACL au sujet de l’incident.
February 3, 2009 — Mr. Regan (Halifax West) — That the Standing Committee on Natural Resources be instructed to undertake a study of the spill and leak of radioactive material that took place at Chalk River nuclear facility on or about December 5, 2008, including an examination of how the accident was reported to the Canadian Nuclear Safety Commission, the Department of Natural Resources, the Minister of Natural Resources and the public and that, in the opinion of the House, the government should cooperate fully with this study including: (a) ensuring that the Minister of Natural Resources appear before the committee during the study; (b) providing the committee with a precise timeline of the events in question; and (c) providing the committee with all papers, documents, records and other information it needs to conduct its study. 3 février 2009 — M. Regan (Halifax-Ouest) — Que le Comité permanent des ressources naturelles reçoive l'instruction d'entreprendre une étude sur le déversement et la fuite de matières radioactives qui se sont produits à la centrale nucléaire de Chalk River vers le 5 décembre 2008, y compris d’examiner comment l’accident a été rapporté à la Commission canadienne de sûreté nucléaire, au ministère des Ressources naturelles, à la ministre des Ressources naturelles et à la population, et que, de l’avis de la Chambre, le gouvernement devrait accorder son entière collaboration dans cette étude, notamment : a) en s’assurant que la ministre des Ressources naturelles comparaisse devant le comité durant l’étude; b) en fournissant au comité la chronologie exacte des événements en question; c) en fournissant au comité tous les rapports, documents, dossiers et autres renseignements dont il a besoin pour mener son étude.
February 3, 2009 — Mr. Garneau (Westmount—Ville-Marie) — That, in the opinion of the House, science, research and innovation are the foundations of a strong economy and job creation and require consistent funding and commitment to make Canada a leader in discovery and innovation, and that the government should re-establish the position of National Science Advisor to the Prime Minister and ensure there is consistent and globally competitive federal funding for science, research and innovation in Canada. 3 février 2009 — M. February 3, 2009 — Mr. McCallum (Markham—Unionville) — That the accountability reports to Parliament on the implementation and impacts of the January 27th Budget, as required by the amendment proposed by the Official Opposition and adopted by this House on February 2nd, be automatically and immediately referred to the Parliamentary Budget Officer for his urgent examination and analysis; and that the Parliamentary Budget Officer provide his opinion to Parliament on each of the these accountability reports as quickly as possible. 3 février 2009 — M. McCallum (Markham—Unionville) — Que les comptes rendus des activités destinés au Parlement concernant la mise en œuvre et les répercussions du budget du 27 janvier, demandés dans l’amendement proposé par l’Opposition officielle et adopté par la Chambre le 2 février, soient automatiquement et immédiatement renvoyés au directeur parlementaire du budget afin qu’il les examine et les analyse sans délai; et que le directeur parlementaire du budget donne son opinion au Parlement le plus rapidement possible sur chacun de ces comptes rendus des activités.
February 3, 2009 — Mr. McCallum (Markham—Unionville) — That in the opinion of the House: (a) the Parliamentary Budget Officer is an independent officer of the Library of Parliament who reports to the Speakers of both chambers and is, subject to direction from the Speakers and the Standing Joint Committee on the Library of Parliament, entitled to decide how to fulfill his mandate and obligations as set out in section 79.2 of the Parliament of Canada Act; (b) the Parliamentary Librarian must ensure that the overall control and management of the Library of Parliament facilitates the ability of the Parliamentary Budget Officer to fulfill that mandate and obligations; and (c) the government should co-operate fully with the Parliamentary Budget Officer on all matters with respect to which he is called upon to report. 3 février 2009 — M. Patry (Pierrefonds—Dollard) — Que, de l’avis de la Chambre, le gouvernement devrait agir sans délai, afin de mettre en œuvre les mesures du Groupe consultatif « Les Tables rondes nationales sur la responsabilité sociale des entreprises et l’industrie extractive canadienne dans les pays en développement » en instaurant entres autres, dans un cadre légal approprié et avec les fonds nécessaires, un poste d’ombudsman indépendant, lequel aurait le pouvoir de recevoir et d’investiguer les plaintes.
