| Q-2412 — April 14, 2008 — Ms. Bell (Vancouver Island North) — With regard to oil spills off the West Coast of Canada: (a) what systems, plans or procedures are in place in case of an oil spill off of Vancouver Island, Dixon Entrance, Hecate Strait and Queen Charlotte area, or the North Coast of British Columbia; (b) who would be the first to respond to an oil spill off the coast of British Columbia and who would be in charge of clean up; (c) what are the response times to contain an oil spill in (i) the North Coast of British Columbia, (ii) the Dixon Entrance, Hecate Strait and Queen Charlotte area, (iii) the North Coast of Vancouver Island, (iv) the West Coast of Vancouver Island; (d) have there been any studies, reports, estimations on the risk or possibility of oil spills due to oil tanker traffic coming from Kitimat or Prince Rupert, British Columbia and, if so, what are their conclusions; (e) have there been any studies, reports or estimations on the possible cost of an oil spill off the coast of British Columbia and, if so, what are their conclusions; and (f) in terms of the gas spill in Robson’s Bight on Vancouver Island (i) has there been any evaluation of the potential damage this spill has caused, (ii) has there been any evaluation of the response and clean up, (iii) are there any further plans for clean-up operations such as removing the truck from the area, (iv) are their plans to ensure that similar accidents do not reoccur in ecologically sensitive areas? | Q-2412 — 14 avril 2008 — Mme Bell (Île de Vancouver-Nord) — En ce qui concerne les déversements d'hydrocarbures au large de la côte Ouest du Canada : a) quels sont les systèmes, les plans ou les procédures en vigueur advenant de tels déversements au large de l’île de Vancouver, dans la région comprenant l’entrée Dixon, le détroit d’Hécate et les îles de la Reine-Charlotte, ou sur la côte Nord de la Colombie-Britannique; b) qui seraient les premiers à intervenir et seraient chargés du nettoyage en cas de déversement au large de la côte britanno-colombienne; c) quels sont les délais d’intervention pour contenir un déversement accidentel de pétrole (i) sur la côte Nord de la Colombie-Britannique, (ii) dans la région comprenant l’entrée Dixon, le détroit d’Hécate et les îles de la Reine-Charlotte, (iii) sur la côte Nord de l’île de Vancouver et (iv) sur la côte Ouest de l’île de Vancouver; d) y a-t-il eu des études, des rapports ou des évaluations du risque ou de la possibilité de déversements de pétrole en raison du passage de pétroliers venant de Kitimat ou de Prince Rupert (Colombie-Britannique), et, le cas échéant, quelles en sont les conclusions; e) y a-t-il eu des études, des rapports ou des estimations du coût possible d’un déversement au large de la côte de la Colombie-Britannique et, le cas échéant, quelles en sont les conclusions; f) en ce qui concerne le déversement d’essence survenu à Robson’s Bight, sur l’île de Vancouver, (i) a-t-on évalué les dommages que ce déversement a pu causer, (ii) a-t-on évalué la qualité de l’intervention et du nettoyage, (iii) prévoit-on d’autres mesures de nettoyage, comme le déplacement du camion, (iv) existe-t-il des plans pour éviter que des accidents similaires ne se reproduisent dans des zones écologiquement sensibles? |
