M-285 — February 26, 2007 — Ms. Black (New Westminster—Coquitlam) — That, in the opinion of the House, the North Korean regime is a dictatorship under the absolute rule of Kim Jong Il that continues to commit numerous and serious human rights abuses, the government should move to stop the forced repatriation of North Korean refugees from China, and Canada should play a leadership role in focusing international attention on the plight of these refugees.
