The Standing Committee on Natural Resources met in a video recorded session at 3:32 p.m. this day, in Room 228, La Promenade Building, the Chair, Leon Benoit, presiding.

Members of the Committee present: Mike Allen, Leon Benoit, Kelly Block, Joan Crockatt, Linda Duncan, Claude Gravelle, Peter Julian, Hon. Geoff Regan, Brad Trost and Bob Zimmer.

Acting Members present: Carol Hughes for Christine Moore and Bernard Trottier for Ryan Leef.

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst ; Milana Simikian, Analyst.

Appearing: Hon. Joe Oliver, P.C., M.P., Minister of Natural Resources.

Witnesses: Department of Natural Resources: Serge Dupont, Deputy Minister; Brian Gray, Assistant Deputy Minister, Earth Sciences Sector; Kami Ramcharan, Assistant Deputy Minister and Chief Financial Officer, Corporate Management and Services Sector.

Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2013-14: Votes 1b, 5b, 15b, 20b and 25b under NATURAL RESOURCES, referred to the Committee on Thursday, November 7, 2013.

The Chair called Vote 1b under NATURAL RESOURCES.

The Minister made a statement and answered questions.

At 4:32 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

Serge Dupont and Brian Gray answered questions.

Peter Julian moved, — That the transfer of $31,142,873 under Vote 1b be reduced by $12,497,886.

The question was put on the motion and the result of the vote was announced: YEAS: Linda Duncan, Claude Gravelle, Carol Hughes, Peter Julian, Geoff Regan — 5; NAYS: Mike Allen, Kelly Block, Joan Crockatt, Brad Trost, Bob Zimmer — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

The question was put on Vote 1b under NATURAL RESOURCES and the result of the vote was announced: YEAS: Mike Allen, Kelly Block, Joan Crockatt, Brad Trost, Bob Zimmer — 5; NAYS: Linda Duncan, Claude Gravelle, Carol Hughes, Peter Julian, Geoff Regan — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, Vote 1b under NATURAL RESOURCES carried.

The Chair called Vote 5b under NATURAL RESOURCES.

Vote 5b under NATURAL RESOURCES carried on division.

The Chair called Vote 15b under NATURAL RESOURCES.

Vote 15b under NATURAL RESOURCES carried on division.

The Chair called Vote 20b under NATURAL RESOURCES.

Vote 20b under NATURAL RESOURCES carried on division.

The Chair called Vote 25b under NATURAL RESOURCES.

Vote 25b under NATURAL RESOURCES carried on division.

ORDERED, — That the Chair report Votes 1b, 5b, 15b, 20b and 25b under NATURAL RESOURCES to the House.

At 5:29 p.m., the Committee adjourned to the call of the Chair.
