The Standing Committee on Access to Information, Privacy and Ethics met at 3:30 p.m. this day, in Room 371, West Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Sukh Dhaliwal, Jason Kenney, Jean-Yves Laforest, Carole Lavallée, Pat Martin, Hon. Jim Peterson, Bruce Stanton, Dave Van Kesteren, Mike Wallace, Tom Wappel and Paul Zed.

 

Acting Members present: Luc Harvey for David Tilson and Marcel Lussier for Jean-Yves Laforest.

 

In attendance: Library of Parliament: Nancy Holmes, Analyst. House of Commons: James Latimer, Committee Clerk.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Jim Peterson, it was agreed, — That Tom Wappel be elected Chair of the Committee.

 

On motion of Mike Wallace, it was agreed, — That David Tilson be elected First Vice-Chair of the Committee.

 

On motion of Paul Zed, it was agreed, — That Pat Martin be elected Second Vice-Chair of the Committee.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jason Kenney moved, — That the committee investigate and report on issues related to the alleged disclosure of the names of Access to Information applicants to political staff of the current and previous governments.

 

After debate, the question was put on the motion and it was agreed to.

 

Paul Zed and Pat Martin withdrew their notices of motion.

 

Carole Lavallée moved, — That further to the testimony of the Minister of Justice, the Hon. Vic Toews, and the Information Commissioner, the Hon. John Reid, before the Standing Committee on Access to Information, Privacy and Ethics, the Committee recommends that the government introduce in the House, no later than December 15, 2006, new strengthened and modernized access to information legislation based on the Information Commissioner’s work, and that in accordance with Standing Order 108(2), that the Chair of the Committee report the adoption of this motion to the House of Commons as soon as possible.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

It was agreed, — That the Committee invite the Information Commissioner and the Privacy Commissioner to brief Members on the disclosure of names of access to information applicants.

 

It was agreed, — That after the review of the alleged disclosures the Committee commence the legislative review of the Personal Information Protection and Electronic Documents Act.

 

It was agreed, — That the Committee hold a briefing session on the new parliamentary funding mechanism following this committee's earlier recommendation.

 

At 4:03 p.m., the Committee adjourned to the call of the Chair.
