That, in the opinion of the House, the government should move immediately to implement the recommendations made in the January 2001 report ''Elements of Precaution - An Expert Panel Report on the Future of Food Biotechnology'', which was prepared for the government by the Royal Society of Canada at the request of Health Canada, the Canadian Food Inspection Agency and Environment Canada.
