First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. McKay (Scarborough—Guildwood), seconded by Mr. Powlowski (Thunder Bay—Rainy River), Bill S-211, An Act to enact the Fighting Against Forced Labour and Child Labour in Supply Chains Act and to amend the Customs Tariff, was read the first time and ordered for a second reading at the next sitting of the House.


Motions

By unanimous consent, it was ordered, — That a take-note debate on missing and murdered Indigenous women and girls be held on Wednesday, May 4, 2022, pursuant to Standing Order 53.1, and that, notwithstanding any standing order, special order or usual practice of the House: (a) members rising to speak during the debate may indicate to the Chair that they will be dividing their time with another member; (b) the time provided for the debate be extended beyond four hours, as needed, to include a minimum of 12 periods of 20 minutes each; and (c) no quorum calls, dilatory motions or requests for unanimous consent shall be received by the Chair.

The House resumed consideration of the motion of Ms. Freeland (Deputy Prime Minister and Minister of Finance), seconded by Mr. MacAulay (Minister of Veterans Affairs and Associate Minister of National Defence), — That Bill C-8, An Act to implement certain provisions of the economic and fiscal update tabled in Parliament on December 14, 2021 and other measures, be now read a third time and do pass;

And of the amendment of Mr. Albas (Central Okanagan—Similkameen—Nicola), seconded by Mr. Richards (Banff—Airdrie), — That the motion be amended by deleting all the words after the word “That” and substituting the following:
"Bill C-8, An Act to implement certain provisions of the economic and fiscal update tabled in Parliament on December 14, 2021 and other measures, be not now read a third time, but be referred back to the Standing Committee on Finance for the purpose of reconsidering clauses 2, 3, 4, 5, 6, 7, 8 and 9 with a view to remove the income tax provisions of the bill.".

The debate continued.

Mr. Caputo (Kamloops—Thompson—Cariboo), seconded by Mr. Brock (Brantford—Brant), moved the following subamendment, — That the amendment be amended by adding the following:

"; and that the committee report back no later than 10 sitting days following the adoption of this motion.".

Ms. Freeland (Deputy Prime Minister and Minister of Finance), seconded by Mr. Blair (President of the Queen’s Privy Council for Canada and Minister of Emergency Preparedness), moved, — That the bill be now read a second time and referred to the Standing Committee on Finance.

Mr. Fast (Abbotsford), seconded by Mr. Albas (Central Okanagan—Similkameen—Nicola), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House decline to give second reading to Bill C-19, An Act to implement certain provisions of the budget tabled in Parliament on April 7, 2022 and other measures, since the bill fails, among other things, to address inflation, provide tax relief for Canadians and take immediate action to increase housing supply.”.
