In the Dark: Ottawa Does Not Know if Federal Housing Efforts Have Helped Vulnerable Canadians

Ottawa, November 07, 2023 -

PARLIAMENT HILL – The Auditor General of Canada found in a 2022 investigation that Infrastructure Canada, Employment and Social Development Canada, and the Canada Mortgage and Housing Corporation (CMHC) did not know whether efforts by the federal government improved housing outcomes for people experiencing homelessness or chronic homelessness and for other vulnerable groups.

The audit found that the CMHC and Infrastructure Canada were not working in a coordinated way. According to the Auditor General, without better government administration, the CMHC and Infrastructure Canada are unlikely to achieve the National Housing Strategy target of reducing chronic homelessness by 50% by the 2027–2028 fiscal year. In addition, there was minimal accountability to achieve the government’s policy objective.

A report by the House of Commons Standing Committee on Public Accounts, presented today by Committee Chairman John Williamson, makes four recommendations to ensure that the Auditor General’s work is addressed, and that CMHC and Infrastructure Canada provide evidence of this to the Committee through progress reports. As well, a dissenting report was tabled by the Official Opposition.
