Bill C-6, An Act to amend the Criminal Code (conversion therapy)
In accordance with its Order of Reference of Wednesday, October 28, 2020, your committee has considered Bill C-6, An Act to amend the Criminal Code (conversion therapy), and agreed on Thursday, December 10, 2020, to report it with the following amendments:

Preamble

That Bill C-6, in the preamble, be amended by replacing lines 7 to 9 on page 1 with the following:

“entation, gender identity and gender expression, including the myth that a person’s sexual orientation, gender identity and gender expression ought to be changed;”

Clause 5

That Bill C-6, in Clause 5, be amended by replacing lines 30 to 32 on page 4 with the following:

“to change a person’s sexual orientation to heterosexual, to change a person’s gender identity or gender expression to cisgender or to repress or reduce non-heterosexual attraction or sexual behaviour or non-cisgender gender expression. For greater”

That Bill C-6, in Clause 5, be amended by replacing lines 34 to 37 on page 4 with the following:

“treatment or service that relates to the exploration and development of an integrated personal identity without favouring any particular sexual orientation, gender identity or gender expression.”

That Bill C-6, in Clause 5, be amended by replacing line 2 on page 5 with the following:

“undergo conversion therapy without the person’s consent is”

That Bill C-6, in Clause 5, be amended by replacing line 18 on page 5 with the following:

“320.104 Everyone who knowingly promotes or advertises an offer to”

Your committee has ordered a reprint of Bill C-6, as amended, as a working copy for the use of the House of Commons at the report stage.
A copy of the relevant Minutes of Proceedings (Meetings Nos. 13 to 16) is tabled.
