M-592 — March 30, 2015 — Mr. Maguire (Brandon—Souris) — That the Standing Committee on Health undertake a study about the creation of national standards for electronic health care records and invite to appear (i) provincial and territorial governments, (ii) health care professionals, including the ones who are legally obligated to maintain health care records, (iii) patients, (iv) all necessary stakeholders; that, in the course of its study, the Committee be guided by the principles (i) that all electronic records and their content is to be considered the property of the patients, (ii) that patients have a right to obtain the said records at all times at their discretion, (iii) that the privacy of individual electronic records must be upheld at all times; and that the Committee report its observations and recommendations to the House.
