The Standing Committee on Transport, Infrastructure and Communities met in a televised session at 8:45 a.m. this day, in Room 237-C, Centre Block, the Chair, Larry Miller, presiding.

 

Members of the Committee present: Peter Braid, Ed Komarnicki, Hoang Mai, David J. McGuinty, Larry Miller, Isabelle Morin, Mike Sullivan, Lawrence Toet and Jeff Watson.

 

Acting Members present: John Weston for Wai Young.

 

In attendance: Library of Parliament: Zachary Alaoui, Analyst; Allison Padova, Analyst.

 

Witnesses: Railway Association of Canada: Michael Bourque, President and Chief Executive Officer. Canadian Pacific Railway: Keith E. Creel, President and Chief Operating Officer; Keith Shearer, General Manager, Safety, Regulatory and Training; Glen Wilson, Special Assistant to the President and Chief of Operations. Canadian National Railway Company: Jim Vena, Executive Vice-President and Chief Operating Officer; Michael Farkouh, Vice-President, Safety and Sustainability.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, November 18, 2013, the Committee resumed its study of the review of the Canadian transportation safety regime: transportation of dangerous goods and safety management systems.
 

Michael Bourque, Keith E. Creel, Jim Vena made statements and, with Keith Shearer, Glen Wilson and Michael Farkouh, answered questions.

 

At 9:50 a.m., Hoang Mai took the Chair.

 

At 9:55 a.m., Larry Miller took the Chair.

 

Hoang Mai moved, — That, pursuant to Standing Order 108(2), the Committee undertake a study of the recent recalls by General Motors; that one meeting be dedicated to the study; that, in relation to the study, witnesses be invited to appear at the earliest opportunity, including the Minister of Transport regarding the corrective action by Transport Canada to ensure the security of Canadians, as well as representatives of General Motors; and that every effort be made to ensure that the meeting be televised.

Debate arose thereon.

 

It was agreed, — That the debate on the motion be postponed to the end of the meeting.

 

Questioning of the witnesses resumed.

 

Debate resumed on the motion of Hoang Mai.

 

Jeff Watson moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

At 10:37 a.m., the sitting was suspended.

At 10:38 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 10:39 a.m., the Committee adjourned to the call of the Chair.
