The Standing Committee on Public Safety and National Security met at 8:46 a.m. this day, in Room 253-D, Centre Block, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Rosane Doré Lefebvre, Hon. Wayne Easter, Ted Falk, Randall Garrison, Roxanne James, Daryl Kramp, Rick Norlock, LaVar Payne and Jean Rousseau.

 

Other Members present: Elizabeth May.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst. House of Commons: Justin Vaive, Legislative Clerk; Chloé O'Shaughnessy, Legislative Clerk.

 
Pursuant to the Order of Reference of Monday, December 8, 2014, the Committee resumed consideration of Bill C-12, An Act to amend the Corrections and Conditional Release Act.
 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of Clause 1, Short Title, was postponed.

The Chair called Clause 2.

 

On Clause 2,

Pursuant to the order adopted by the Committee on Tuesday, October 29, 2013, the following amendment, submitted by Elizabeth May for the consideration of the Committee, was deemed moved:

That Bill C-12, in Clause 2, be amended by replacing line 9 on page 1 with the following:

“123.1 If an offender, for whom the use of drugs or alcohol has been identified as a risk factor in the offender's criminal behaviour, has been granted parole”

The question was put on the amendment and it was negatived, by a show of hands: YEAS: 0; NAYS: 9.

 

Clause 2 carried by a show of hands: YEAS: 9; NAYS: 0.

 

Clause 3 carried by a show of hands: YEAS: 9; NAYS: 0.

 

Clause 4 carried by a show of hands: YEAS: 9; NAYS: 0.

 

After debate, Clause 5 carried by a show of hands: YEAS: 9; NAYS: 0.

 

On Clause 1, Short Title,

Randall Garrison moved, — That Bill C-12, in the short title, be amended by replacing lines 4 and 5 on page 1 with the following:

“1. This Act may be cited as the Drug Test Failures and Parole Act.”

 

The Chair ruled the proposed amendment inadmissible because it sought to amend the title of the Bill that, as provided on pages 770-771 of House of Commons Procedure and Practice, Second Edition, may only be amended if necessitated by other amendments made to the Bill.

 

Clause 1, Short Title, carried by a show of hands: YEAS: 5; NAYS: 4.

 

The Title carried by a show of hands: YEAS: 9; NAYS: 0.

 

The Bill carried by a show of hands: YEAS: 9; NAYS: 0.

 

ORDERED, — That the Chair report the Bill to the House.

 

It was agreed, — That the Committee proceed with matters related to Committee Business.

 

On motion of Roxanne James, it was agreed, — That the Committee proceed to sit in camera.

 

At 8:57 a.m., the sitting was suspended.

At 8:58 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee Business.
 

At 9:00 a.m., the Committee adjourned to the call of the Chair.
