The Standing Committee on Public Safety and National Security met in camera at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Rosane Doré Lefebvre, Hon. Wayne Easter, Randall Garrison, Roxanne James, Daryl Kramp, Rick Norlock and Jean Rousseau.

 

Acting Members present: Hon. Diane Ablonczy for LaVar Payne, John Carmichael for Larry Maguire and Ted Falk for Blake Richards.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst. House of Commons: Philippe Méla, Legislative Clerk.

 
The Committee proceeded to the consideration of matters related to Committee Business.
 

It was agreed, — That, on Wednesday, November 19, 2014, the Standing Committee on Public Safety and National Security study the subject matter of clauses 232 to 249 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, provided that: from 3:35-4:15 p.m., officials from the Royal Canadian Mounted Police and Public Safety Canada be invited to appear and give testimony; from 4:15-5:15 p.m., Ms. Sue O'Sullivan, Federal Ombudsman for Victims of Crime, Ms. Judy Peterson, and Mr. Daniel Therien, Privacy Commissioner of Canada, be invited to appear and give testimony; and, that hearing of witness testimony conclude no later than 5:15 p.m., to allow time for the Committee to approve that the Chair send a letter to the Chair of the Standing Committee on Finance stating that this Committee has achieved the objective that it set, and to provide any recommended amendments agreed to by the Committee, no later than 5:00 p.m. on Friday, November 21, 2014.

 

It was agreed, — That the Minister of Public Safety and Emergency Preparedness, and officials, be invited to appear before the Committee at the first available opportunity following the referral to the Committee of Bill C-44, An Act to amend the Canadian Security Intelligence Service Act and other Acts.

 

At 3:55 p.m., the sitting was suspended.

At 4:00 p.m., the sitting resumed in televised session.

 
Pursuant to the Order of Reference of Thursday, June 19, 2014, the Committee resumed consideration of Bill C-2, An Act to amend the Controlled Drugs and Substances Act.
 

The Committee resumed its clause-by-clause study of the Bill.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 4:02 p.m., the Committee adjourned to the call of the Chair.
