The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met at 1:05 p.m. this day, in Room 306, La Promenade Building, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Tyrone Benskin, Hon. Irwin Cotler, Nina Grewal, Wayne Marston, Scott Reid, Gary Ralph Schellenberger and David Sweet.

 

Other Members present: Craig Scott.

 

In attendance: Library of Parliament: Miguel Bernal-Castillero, Analyst.

 

Witnesses: Committee of Relatives of the Detained and Disappeared in Honduras: Bertha Oliva, General Coodinator.

 

On motion of Tyrone Benskin, it was agreed, — Be it resolved that the Subcommittee engage in a study on the aftermath of the Rwandan Crisis – in particular, the long-term effects on victims of rape and sexual violence used as a weapon of war and the children born of these events.

Be it further resolved that the Subcommittee invite testimony from witnesses and organizations with experience or knowledge of the subject and that said testimony be combined in a companion report to the Subcommittee’s report, Sexual Violence Against Women Used Systematically as a Weapon of War in the Democratic Republic of Congo.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Thursday, November 7, 2013, the Subcommittee commenced its study of the Human Rights Situation in Honduras.
 

Bertha Oliva made a statement and answered questions.

 

At 2:06 p.m., the Subcommittee adjourned to the call of the Chair.
