Meeting No. 51

Tuesday, March 24, 2015

The Standing Committee on Natural Resources met at 3:31 p.m. this day, in Room 268, The Valour Building, the Chair, Leon Benoit, presiding.

Members of the Committee present: Leon Benoit, Kelly Block, Guy Caron, Chris Charlton, Joan Crockatt, Linda Duncan, Ryan Leef, Pat Perkins and Brad Trost.

Acting Members present: Chrystia Freeland for Hon. Geoff Regan.

In attendance: Library of Parliament: Mohamed Zakzouk, Analyst.

Witnesses: Department of Natural Resources: Terence Hubbard, Director General, Petroleum Resources Branch, Energy Sector; Jeff Labonté, Director General, Energy Safety and Security Branch, Energy Sector; Joseph McHattie, Legal Counsel; Christine Siminowski, Director, Energy Safety and Security Branch, Energy Sector.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee defray the costs of hospitality arising from a working lunch held on Tuesday, March 24, 2015, with a delegation of the Republic of Turkey, to a maximum of $600 before taxes.

Pursuant to the Order of Reference of Monday, March 9, 2015, the Committee commenced consideration of Bill C-46, An Act to amend the National Energy Board Act and the Canada Oil and Gas Operations Act.

It was agreed, — That a proposed budget in the amount of $ 6,700, for the study of Bill C-46, An Act to amend the National Energy Board Act and the Canada Oil and Gas Operations Act, be adopted.

Jeff Labonté made a statement and, with Joseph McHattie and Terence Hubbard, answered questions.

It was agreed, — That, members of the Committee submit to the Clerk their proposed amendments regarding Bill C-46, An Act to amend the National Energy Board Act and the Canada Oil and Gas Operations Act, by Tuesday, April 14 at 12:00 p.m., and that, pursuant to the motion adopted by the Committee on November 4, 2013, the same deadline apply to Members of Parliament who are not members of a caucus represented on the Committee.

At 5:34 p.m., the Committee adjourned to the call of the Chair.
