The Standing Committee on Procedure and House Affairs met at 11:00 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Robert Chisholm for David Christopherson and Jim Hillyer for Ted Opitz.

 

In attendance: House of Commons: Philippe Méla, Legislative Clerk. Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: As an Individual: Bruce Ryder, Associate Professor, Osgoode Hall Law School, York University.

 
Pursuant to the Order of Reference of Wednesday, February 26, 2014, the Committee resumed consideration of Bill C-518, An Act to amend the Members of Parliament Retiring Allowances Act (withdrawal allowance).
 

The witness made a statement and answered questions.

 

At 11:49 a.m., the sitting was suspended.

At 11:53 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-518, an Act to amend the Members of Parliament Retiring Allowances Act (withdrawal allowance), no later than Thursday, October 30, 2014, by the end of the day.

 

It was agreed, — That the Committee commence clause-by-clause consideration of Bill C-518, an Act to amend the Members of Parliament Retiring Allowances Act (withdrawal allowance), on Tuesday, November 4, 2014, at 11:00 a.m.

 

At 12:11 p.m., the Committee adjourned to the call of the Chair.
