The Standing Committee on Procedure and House Affairs met in a televised session at 11:01 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Dan Albas for Ted Opitz, Dave MacKenzie for Brad Butt and LaVar Payne for Scott Reid.

 

Other Members present: Bruce Hyer and Elizabeth May.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: Democracy Watch: Duff Conacher, Co-Founder and Board Member. Institut du Nouveau Monde: Miriam Fahmy, Director, Research and Publications. As an individual: Pierre Lortie, Senior Business Advisor, Dentons Canada. Direct Leap Technologies Inc.: Simon Rowland, Chief Executive Officer. Council of Canadians: Steven Shrybman, Board Member.

 
Pursuant to the Order of Reference of Monday, February 10, 2014, the Committee resumed consideration of Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts.
 

Pierre Lortie and Duff Conacher made statements and answered questions.

 

At 11:55 a.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed.

 

Miriam Fahmy, Steven Shrybman and Simon Rowland made statements and answered questions.

 

By unanimous consent, it was agreed, — That, notwithstanding the Committee’s routine motion regarding the questioning of witnesses, Elizabeth May be given one minute to ask questions of the witnesses during today’s meeting.

 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
