The Standing Committee on Justice and Human Rights met at 8:46 a.m. this day, in Room 268, La Promenade Building, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Patrick Brown, Blaine Calkins, Bob Dechert, Robert Goguen, Pierre Jacob, Matthew Kellway, Ève Péclet, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: Hon. John McKay for Sean Casey.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; Cynthia Kirkby, Analyst.

 

Witnesses: Department of Justice: Paul Saint-Denis, Senior Counsel, Criminal Law Policy Section. National Coalition Against Contraband Tobacco: Gary Grant, Spokesperson. Ontario Korean Businessmen's Association: Cha Dong, General Manager. Coalition québécoise pour le contrôle du tabac: Flory Doucas, Co-Director and Spokesperson.

 
Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (B) 2013-14: Votes 1b, 5b, 35b and 50b under JUSTICE, referred to the Committee on Thursday, November 7, 2013.
 

By unanimous consent, the Chair called Votes 5b, 35b and 50b under JUSTICE.

 

Votes 1b, 5b, 35b and 50b under JUSTICE carried.

 

ORDERED, — That the Chair report Votes 1b, 5b, 35b and 50b, under JUSTICE to the House.

 
Pursuant to the Order of Reference of Tuesday, November 5, 2013, the Committee commenced consideration of Bill C-10, An Act to amend the Criminal Code (trafficking in contraband tobacco).
 

Paul Saint-Denis made a statement and answered questions.

 

At 9:35 a.m., the sitting was suspended.

At 9:40 a.m., the sitting resumed.

 

Gary Grant, Cha Dong and Flory Doucas made statements and answered questions.

 

At 10:47 a.m., the Committee adjourned to the call of the Chair.
