The Standing Committee on Justice and Human Rights met at 3:30 p.m. this day, in Room 268, The Valour Building, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Sean Casey, Robert Goguen, Pierre Jacob, Ève Péclet, Mike Wallace and David Wilks.

 

Acting Members present: Paul Calandra for Bob Dechert, Wladyslaw Lizon for Kyle Seeback, François Pilon for Pierre Jacob and Rodney Weston for Blaine Calkins.

 

Associate Members present: Colin Mayes.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Dominique Valiquet, Analyst. House of Commons: Justin Vaive, Legislative Clerk.

 

Witnesses: Department of Justice: John Giokas, Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Wednesday, September 24, 2014, the Committee resumed consideration of Bill C-587, An Act to amend the Criminal Code (increasing parole ineligibility).
 

The Committee commenced its clause-by-clause study of the Bill.

 

The witness answered questions.

 

Pursuant to Standing Order 75(1), consideration of Clause 1, Short Title, was postponed.

The Chair called Clause 2.

 

After debate, Clause 2 carried on division.

 

Clause 3 carried on division.

 

Clause 4 carried on division.

 

Clause 1, Short Title, carried on division.

 

The Title carried on division.

 

The Bill carried on division.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 3:38 p.m., the sitting was suspended.

At 3:39 p.m., the sitting resumed in camera.

 
Pursuant to the Order of Reference of Wednesday, November 26, 2014, the Committee resumed consideration of the subject matter of Bill C-583, An Act to amend the Criminal Code (fetal alcohol spectrum disorder).
 
The Committee proceeded to give drafting instructions to the analysts for a report.
 

At 3:51 p.m., the Committee adjourned to the call of the Chair.
