The Standing Committee on Justice and Human Rights met in a televised session at 8:51 a.m. this day, in Room 237-C, Centre Block, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Blaine Calkins, Sean Casey, Bob Dechert, Robert Goguen, Pierre Jacob, Matthew Kellway, Ève Péclet, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: Dan Albas for Kyle Seeback, Joyce Bateman for Patrick Brown and Wai Young for Patrick Brown.

 

In attendance: Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Appearing: Hon. Peter Gordon MacKay, P.C., M.P., Minister of Justice and Attorney General of Canada.

 

Witnesses: Department of Justice: Laurie Wright, Assistant Deputy Minister, Public Law Sector. As individuals: Hugo Cyr, Professor of Public Law, Faculty of Political Science and Law, Université du Québec à Montréal; Benoît Pelletier, Full Professor, Faculty of Law, University of Ottawa; Pierre Thibault, Assistant Dean and Counsel, Civil Law Section, University of Ottawa.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the subject matter of clauses 471 and 472 of Bill C-4, A second act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.
 

The Minister made a statement and, with Laurie Wright, answered questions.

 

At 9:49 a.m., the sitting was suspended.

At 9:54 a.m., the sitting resumed.

 

Hugo Cyr, Benoît Pelletier and Pierre Thibault made statements and answered questions.

 

At 10:52 a.m., the sitting was suspended.

At 10:56 a.m., the sitting resumed.

 

Robert Goguen moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 10:57 a.m., the sitting was suspended.

At 10:58 a.m., the sitting resumed in camera.

 

At 11:17 a.m., the Committee adjourned to the call of the Chair.
