The Standing Committee on Justice and Human Rights met in a televised session at 3:29 p.m. this day, in Room 253-D, Centre Block, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Blaine Calkins, Bob Dechert, Ève Péclet, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: Chris Charlton for Pierre Jacob, Hon. Wayne Easter for Sean Casey, Marc Garneau for Sean Casey and Costas Menegakis for Robert Goguen.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Dominique Valiquet, Analyst.

Pursuant to the Order of Reference of Monday, November 24, 2014, the Committee commenced consideration of Bill C-26, An Act to amend the Criminal Code, the Canada Evidence Act and the Sex Offender Information Registration Act, to enact the High Risk Child Sex Offender Database Act and to make consequential amendments to other Acts.
 

The Ministers made statements and answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

On motion of Bob Dechert, it was agreed, — That the Committee proceed to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Sixth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in as amended:

Your Subcommittee met on Wednesday, January 28, 2015, to consider the business of the Committee and agreed to make the following recommendations:

  1. That the Committee dedicate meetings on Monday, February 2, Wednesday, February 4 and Monday, February 16, 2015 and hear four witnesses per hour per meeting and that five minutes be allocated to each witness, to examine Bill C-26, An Act to amend the Criminal Code, the Canada Evidence Act and the Sex Offender Information Registration Act, to enact the High Risk Child Sex Offender Database Act and to make consequential amendments to other Acts.
  2. That the Committee proceed to the clause-by-clause study of Bill C-26, An Act to amend the Criminal Code, the Canada Evidence Act and the Sex Offender Information Registration Act, to enact the High Risk Child Sex Offender Database Act and to make consequential amendments to other Acts on Wedenesday, February 18, 2015.
  3. That the Committee dedicate the meetings on Monday, February 23 and Wednesday, February 25, 2015 to examine Bill C-587, An Act to amend the Criminal Code (increasing parole ineligibility).
  4. That the Committee dedicate the meeting on Monday, March 9, 2015 to examine Bill C-590, An Act to amend the Criminal Code (blood alcohol content).
  5. That the Committee dedicate meetings on Wednesday, March 11, Monday, March 23 and Wednesday, March 25, 2015 to examine the subject matter of Bill C-583, An Act to amend the Criminal Code (fetal alcohol spectrum disorder).

On motion of Bob Dechert, it was agreed, — That the Committee present a report to the House to request that the deadline provided for in Standing Order 97.1 to report to Bill C-587, An Act to amend the Criminal Code (increasing parole ineligibility) to the House be extended to Friday, May 1, 2015.

 

On motion of Bob Dechert, it was agreed, — That the Committee present a report to the House to request that the deadline provided for in Standing Order 97.1 to report Bill C-590, An Act to amend the Criminal Code (blood alcohol content) to the House be extended to Wednesday, May 13, 2015.

 
Pursuant to the Order of Reference of Monday, November 24, 2014, the Committee resumed consideration of Bill C-26, An Act to amend the Criminal Code, the Canada Evidence Act and the Sex Offender Information Registration Act, to enact the High Risk Child Sex Offender Database Act and to make consequential amendments to other Acts.
 

Carole Morency, Peter Henschel, Joe Oliver and Angela Connidis answered questions.
