The Standing Committee on Finance met in a televised session at 11:06 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Hon. Scott Brison, Guy Caron, Raymond Côté, Randy Hoback, Brian Jean, Gerald Keddy, Peggy Nash, James Rajotte, Murray Rankin, Andrew Saxton and Dave Van Kesteren.

 

In attendance: House of Commons: Rémi Bourgault, Procedural Clerk. Library of Parliament: Mark Mahabir, Analyst; Michaël Lambert-Racine, Analyst.

Pursuant to Standing Order 83.1, the Committee commenced its pre-budget consultations 2013.
 

Ailish Campbell, Glen Hodgson, Peter Effer, Yan Hamel, by videoconference from Québec, Québec and Ian Russell, by videoconference from Toronto, Ontario, made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Dave Van Kesteren, it was agreed, — That a proposed budget in the amount of $55,000, for the study of Pre-budget consultations 2013, be adopted.

 

Andrew Saxton moved, — That, with respect to the Order of Reference of Tuesday, October 29, 2013, concerning Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures:

(a) the Chair of the Standing Committee write, as promptly as possible, to the Chairs of the following Standing Committees inviting those Standing Committees to consider the subject-matter of the following provisions of the said Bill:

(i) the Standing Committee on Justice and Human Rights, clauses 471 and 472 (Division 19 of Part 3),

(ii) the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, clauses 176 to 238 (Divisions 5 and 6 of Part 3), and

(iii) the Standing Committee on Citizenship and Immigration, clauses 174 to 175 (Division 4 of Part 3) and 290 to 293 (Division 16 of Part 3);

(b) each of the Standing Committees, listed in paragraph (a), be requested to convey recommendations, including any suggested amendments, in both official languages, in relation to the provisions considered by them, in a letter to the Chair of the Standing Committee on Finance, in both official languages, no later than 9 a.m. on Tuesday, November 26, 2013;

(c) any amendments suggested pursuant to paragraph (b) shall be deemed to be proposed during the clause-by-clause consideration of Bill C-4, provided that the members of the Standing Committee on Finance may propose amendments, notwithstanding the recommendations received pursuant to paragraph (b);

(d) the Committee shall proceed to clause-by-clause consideration of the Bill no later than Wednesday, November 27, 2013, provided that the Chair may limit debate on each clause to a maximum of five minutes per party, per clause;

(e) all amendments to the Bill, other than the amendments suggested pursuant to paragraph (b), be submitted to the Clerk of the Committee before 9 a.m. on Tuesday, November 26, 2013, and distributed to members in both official languages; and

(f) if the Committee has not completed clause-by-clause consideration by 11:59 p.m. on Wednesday, November 27, 2013, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively without further debate, on all remaining clauses and amendments submitted to the Committee, as well as each and every question necessary (i) to dispose of clause-by-clause consideration of the Bill, (ii) to report the Bill to the House and (iii) to order the Chair to report the Bill to the House as early as possible.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 12:43 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed.
