The Standing Committee on Citizenship and Immigration met at 11:03 a.m. this day, in Room 228, La Promenade Building, the Vice-Chair, Lysane Blanchette-Lamothe, presiding.

 

Members of the Committee present: Paulina Ayala, Lysane Blanchette-Lamothe, Guy Lauzon, Chungsen Leung, Hon. John McCallum, Costas Menegakis, Rathika Sitsabaiesan and John Weston.

 

Acting Members present: Kelly Block for Patrick Brown, Tarik Brahmi for Andrew Cash, Jasbir Sandhu for Andrew Cash, Devinder Shory for Mike Wallace and Wai Young for Chungsen Leung.

 

Associate Members present: Wai Young.

 

In attendance: Library of Parliament: James Gauthier, Analyst; Melissa Pang, Analyst. House of Commons: David-Andrés Novoa, Legislative Clerk.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of subject matter of clauses 174 (Criminal Code) and 175 (Department of Foreign Affairs, Trade and Development Act) and 290 to 293 (Immigration and Refugee Protection Act) of Bill C-4, A second act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.
 

John McCallum moved, — That the Committee forward the following proposed amendment to the Standing Committee on Finance, for consideration during its clause-by-clause consideration of Bill C-4:

That Bill C-4, in Clause 290, be amended by adding after line 22 on page 227 the following:

“(3.1) Despite subsection (3), an instruction given by the Minister under this section takes effect on the 30th day after it is given.”.

Debate arose thereon.

 

Costas Menegakis moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Kelly Block, Guy Lauzon, Chungsen Leung, Costas Menegakis, Devinder Shory, John Weston — 6; NAYS: Paulina Ayala, John McCallum, Jasbir Sandhu, Rathika Sitsabaiesan — 4.

 

At 11:11 a.m., the sitting was suspended.

At 11:12 a.m., the sitting resumed in camera.

 

It was agreed, — That, following its consideration of the subject matter of clauses 174 (Criminal Code) and 175 (Department of Foreign Affairs, Trade and Development Act) and 290 to 293 (Immigration and Refugee Protection Act) of Bill C-4, the Committee send a letter to the Chair of the Standing Committee on Finance informing him that the Committee has no amendments to propose.

 

At 11:44 a.m., the sitting was suspended.

At 12:00 a.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 29, 2013, the Committee, proceeded to a briefing on the Department of Citizenship and Immigration.
 

David Manicom made a statement and, with Diane Burrows and Jean-Pierre Lamarche, answered questions.

 

At 12:57 p.m., the Committee adjourned to the call of the Chair.
