The Standing Committee on Citizenship and Immigration met in camera at 3:31 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, David Tilson, presiding.

 

Members of the Committee present: Lysane Blanchette-Lamothe, Joe Daniel, Chungsen Leung, Hon. John McCallum, Costas Menegakis, Devinder Shory, Rathika Sitsabaiesan and David Tilson.

 

Acting Members present: José Nunez-Melo for Jasbir Sandhu and Mike Wallace for Ted Opitz.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; James Gauthier, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Angela Gawel, Director General, International Region; David Manicom, Director General, Immigration Branch; Ryhan Mansour, Manager, Policy, Labour Market Access and Client - Centered Program Policy, Integration / FCRO Branch; Robert Orr, Assistant Deputy Minister, Operations.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the dissenting and/or supplementary opinions from the members of the opposition parties to be appended to the report entitled “Protecting Canada and Canadians, Welcoming the World : a Modern Visa System to Help Canada Seize the Moment” be no more than five (5) pages in length.

 

It was agreed, — That the Third Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, February 25, 2014, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Hon. Chris Alexander, Minister of Citizenship and Immigration, appear before the Committee on Wednesday, March 5, 2014, from 3:30 p.m. to 4:30 p.m. in relation to the Supplementary Estimates (C) 2013-14 and that the second hour be devoted to hear from witnesses in relation to its study on Strengthening the Protection of Women in our Immigration System.

2. That as soon as Bill C-24, An Act to amend the Citizenship Act and to make consequential amendments to other Acts, is referred to the Committee:

• the Committee hold four (4) meetings to hear from witnesses in relation to its study on Bill C-24, and that the number of meetings be changed later if required;

• the Committee hear from Citizenship and Immigration Canada (CIC) officials for the first hour and hear from stakeholders for the remaining seven (7) hours; and

• the total number of witnesses for this study be divided among the recognized parties according to their standings in the House of Commons: eleven (11) for the Government (Conservative Party), seven (7) for the Official Opposition (New Democratic Party) and three (3) for the other opposition party (Liberal Party).

3. That the Committee members submit to the Clerk their prioritized witness list for the study on Bill C-24, with the witnesses’ complete contact information no later than Friday, March 14, 2014 at 5:00 p.m.

 

At 3:36 p.m., the sitting was suspended.

At 3:38 p.m., the sitting resumed in a televised session.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 6, 2014, the Committee commenced its study on strengthening the protection of women in our immigration system.
 

Robert Orr made a statement and, with the other witnesses, answered questions.

 

At 5:17 p.m., the Committee adjourned to the call of the Chair.
