The Standing Committee on International Trade met at 11:00 a.m. this day, in Room 306, La Promenade Building, the Chair, the Hon. Rob Merrifield, presiding.

 

Members of the Committee present: Hon. Ron Cannan, Don Davies, Russ Hiebert, Randy Hoback, Laurin Liu, Hon. Rob Merrifield, Marc-André Morin, Erin O'Toole, Massimo Pacetti and Devinder Shory.

 

In attendance: Library of Parliament: Alexandre Gauthier, Analyst; Pascal Tremblay, Analyst.

 

Witnesses: Department of Foreign Affairs, Trade and Development: Cameron MacKay, Director General, Trade Negotiations; Henri-Paul Normandin, Director General, Latin America and Caribbean Bureau; Paul Huynh, Deputy Director, Tariffs and Goods Market Access Division; Vernon MacKay, Director, Investment Trade Policy Division. Pursuant to the Order of Reference of Monday, March 31, 2014, and the motion adopted by the Committee on Tuesday, March 25, 2014, the Committee commenced consideration of Bill C-20, An Act to implement the Free Trade Agreement between Canada and the Republic of Honduras, the Agreement on Environmental Cooperation between Canada and the Republic of Honduras and the Agreement on Labour Cooperation between Canada and the Republic of Honduras.
 

Cameron MacKay made a statement and, with Henri-Paul Normandin and Pierre Bouchard, answered questions.

 

At 11:55 a.m., the sitting was suspended.

At 12:02 p.m., the sitting resumed.

 

Bertha Oliva and Peter Iliopoulos made statements and answered questions.

 

At 12:52 p.m., the sitting was suspended.

At 12:55 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the study of the Bill C-20, An Act to implement the Free Trade Agreement between Canada and the Republic of Honduras, the Agreement on Environmental Cooperation between Canada and the Republic of Honduras and the Agreement on Labour Cooperation between Canada and the Republic of Honduras, the proposed budget in the amount of $11,400, be adopted.

 

It was agreed, — That, with respect to the Order of Reference of Monday, March 31, 2014, concerning Bill C-20, An Act to implement the Free Trade Agreement between Canada and the Republic of Honduras, the Agreement on Environmental Cooperation between Canada and the Republic of Honduras and the Agreement on Labour Cooperation between Canada and the Republic of Honduras, introduced in the House of Commons on Tuesday, January 28, 2014:

(a) the evidence and documentation received in public during the 1st Session of the 41st Parliament by the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development in relation to its study of the human rights situation in Honduras be deemed received by the Standing Committee on International Trade in the current session in the context of its study of Bill C-20, Canada-Honduras Economic Growth and Prosperity Act;

(b) the Committee shall proceed to clause-by-clause consideration of Bill C-20 no later than Thursday, May 1, 2014;

(c) amendments shall be submitted to the clerk of the Committee 48 hours prior to the clause-by-clause consideration and be distributed to members in both official languages; and

(d) if the Committee has not completed clause-by-clause consideration by 1:00 p.m. on Thursday, May 1, 2014, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively without further debate, on all remaining clauses and amendments submitted to the Committee, as well as each and every question necessary (i) to dispose of clause-by-clause consideration of the Bill, (ii) to report the Bill to the House and (iii) to order the Chair to report the Bill to the House as early as possible.
