The Standing Committee on Aboriginal Affairs and Northern Development met at 11:03 a.m. this day, in Room 8-53, 131 Queen Street, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Dennis Bevington, Ray Boughen, Rob Clarke, Jean Crowder, Jonathan Genest-Jourdain, Jim Hillyer, Carol Hughes, Mark Strahl and Chris Warkentin.

 

Acting Members present: Stella Ambler for Kyle Seeback, Ryan Cleary for Jean Crowder, Yvonne Jones for Hon. Carolyn Bennett, Ryan Leef for Kyle Seeback and David Sweet for Mark Strahl.

 

In attendance: Library of Parliament: Norah Kielland, Analyst; Tonina Simeone, Analyst.

 

Witnesses: Department of Justice: Tom Isaac, Senior Counsel, Negotiations, Northern Affairs and Federal Interlocutor. Department of Indian Affairs and Northern Development: Alison Lobsinger, Manager, Legislation and Policy; Tara Shannon, Director, Resource Policy and Programs Directorate, Northern Affairs; Wayne Walsh, Director, Northwest Territories Devolution Negotiations, Northern Affairs.

 
Pursuant to the Order of Reference of Thursday, December 5, 2013, the Committee resumed consideration of Bill C-15, An Act to replace the Northwest Territories Act to implement certain provisions of the Northwest Territories Lands and Resources Devolution Agreement and to repeal or make amendments to the Territorial Lands Act, the Northwest Territories Waters Act, the Mackenzie Valley Resource Management Act, other Acts and certain orders and regulations.
 

Wayne Walsh and Tara Shannon made statements and, with the other witnesses, answered questions.

 

At 12:21 p.m., the sitting was suspended.

At 12:24 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a proposed budget in the amount of $ 36 800, for the study of the subject matter of Bill C-15, Northwest Territories Devolution Act, be adopted.

 

At 12:26 p.m., the Committee adjourned to the call of the Chair.
