His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Immigration and Refugee Protection Act, the Balanced Refugee Reform Act, the Marine Transportation Security Act and the Department of Citizenship and Immigration Act”.

Motions

By unanimous consent, it was ordered, — That, in relation to its study on the Review of the Delivery of the Front-Line Health and Wellbeing Services for Canadian Veterans, seven members of the Standing committee on Veterans Affairs be authorized to travel to St John's, Newfoundland and Labrador, and Halifax, Nova Scotia, in the winter-spring of 2012, and that the necessary staff accompany the Committee.


By unanimous consent, it was ordered, — That, at the conclusion of today's debate on the opposition motion in the name of the Member for Manicouagan, all questions necessary to dispose of this motion be deemed put and a recorded division deemed requested and deferred to Monday, February 27, 2012, at the expiry of the time provided for Government Orders.

Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Genest-Jourdain (Manicouagan), seconded by Ms. Duncan (Edmonton—Strathcona), moved, — That, in the opinion of the House, the government should adopt Shannen's Dream by: (a) declaring that all First Nation children have an equal right to high-quality, culturally-relevant education; (b) committing to provide the necessary financial and policy supports for First Nations education systems; (c) providing funding that will put reserve schools on par with non-reserve provincial schools; (d) developing transparent methodologies for school construction, operation, maintenance and replacement; (e) working collaboratively with First Nation leaders to establish equitable norms and formulas for determining class sizes and for the funding of educational resources, staff salaries, special education services and indigenous language instruction; and (f) implementing policies to make the First Nation education system, at a minimum, of equal quality to provincial school systems.

Debate arose thereon.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, the motion “That this House take note of the Standing Orders and procedure of the House and its Committees”, standing on the Order Paper, be amended by adding the following:

“; that the Standing Committee on Procedure and House Affairs be instructed to study the Standing Orders and procedures of the House and its Committees, including the proceedings on the debate pursuant to Standing Order 51; and that the Committee report its findings to the House no later than May 18, 2012”; and

that the motion, as amended, shall not be subject to any further amendment; and, at the end of the debate or at the expiry of time provided for Government Orders, as the case may be, the motion, as amended, shall be deemed adopted.

The House resumed consideration of the motion of Mr. Genest-Jourdain (Manicouagan), seconded by Ms. Duncan (Edmonton—Strathcona), in relation to the Business of Supply.

Motions

By unanimous consent, it was resolved, — That this House express its deep concern for the safety of Iranian citizen Saeed Malekpour following reports of his imminent execution; that Canada hold Iran accountable for Mr. Malekpour's treatment; and that this House call on Iran to reverse its current course, meet its international human rights obligations and release prisoners such as Saeed Malekpour and others who have failed to receive fair and transparent legal treatment.

Private Members' Business

The House resumed consideration of the motion of Mr. Benoit (Vegreville—Wainwright), seconded by Mr. Lizon (Mississauga East—Cooksville), — That, in the opinion of the House, the government should help ensure that patients suffering from Multiple sclerosis (MS), and their families and caregivers, have access to the information they need to make informed decisions in the management of their condition by ensuring that: (a) the MS monitoring system currently being developed by the Canadian Institute for Health Information contain specific and useful information, accessible directly to patients, on the risks, benefits, and other relevant aspects relative to undergoing surgical treatment for chronic cerebro-spinal venous insufficiency (CCSVI); (b) departments, agencies and programs work closely with provincial and territorial counterparts, with health professionals associations, such as the Royal College of Physicians and Surgeons, and with patient groups, such as the MS Society of Canada, on the sharing of up-to-date research-based information on the nature of CCSVI and its link to MS; and (c) the government’s two advisory boards dealing with MS ensure the patients’ concerns and views are well represented and heard at future meetings.
