Private Members' Business

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Procedure and House Affairs of Bill C-476, An Act to amend the Parliament of Canada Act (Parliamentary Budget Officer).

Mr. Mulcair (Outremont), seconded by Ms. Nash (Parkdale—High Park), moved, — That the Bill be now read a second time and referred to the Standing Committee on Procedure and House Affairs.

Debate arose thereon.

Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.

Government Orders

The House resumed consideration at report stage of Bill C-15, An Act to amend the National Defence Act and to make consequential amendments to other Acts, as reported by the Standing Committee on National Defence with amendments;

And of the motions in Group No. 1 (Motions Nos. 1 to 2).

Group No. 1

Motion No. 1 of Ms. May (Saanich—Gulf Islands), seconded by Mr. Hyer (Thunder Bay—Superior North), — That Bill C-15, in Clause 4, be amended by replacing lines 11 to 13 on page 4 with the following:

“(3) The Vice Chief of the Defence Staff may, with the consent of the Provost Marshal and in accordance with the respective roles, responsibilities and principles set out in the Accountability Framework signed by the Vice Chief of the Defence Staff and the Provost Marshal on March 2, 1998, issue instructions or guidelines in writing in respect of a particular investigation, providing that the rationale for issuing the instructions or guidelines is also stated.”

Motion No. 2 of Ms. May (Saanich—Gulf Islands), seconded by Mr. Hyer (Thunder Bay—Superior North), — That Bill C-15, in Clause 4, be amended by replacing line 16 on page 4 with the following:

“section (3) and the relevant rationale are available to the public.”

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Menzies (Minister of State (Finance)) for Mr. Flaherty (Minister of Finance), seconded by Mr. Clement (Minister for the Federal Economic Development Initiative for Northern Ontario), Bill C-60, An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Accordingly, the Bill, as amended, was concurred in at report stage and ordered for a third reading at the next sitting of the House.

Deferred Recorded Divisions

Business of Supply

Pursuant to Standing Order 45, the House proceeded to the taking of the deferred recorded division on the motion of Ms. Leslie (Halifax), seconded by Ms. Quach (Beauharnois—Salaberry), — That this House: (a) agree with many Canadians and the International Energy Agency that there is grave concern with the impacts of a 2 degree rise in global average temperatures; (b) condemn the lack of effective action by successive federal governments since 1998 to address emissions and meet our Kyoto commitments; and (c) call on the government to immediately table its federal climate change adaptation plan.
